1970277 2011-05-03 Outstanding Violations - No Viols Req'd On May 3, 2011, I stopped at the Captain Planet site in Amwell Township to check on the progress toward addressing the violations previously found. I met primarily with Robert Rikeman of Rice Energy and Jack Cooper of Geological Engineering Services, a Rice contractor.

Rice has finished the vertical drilling bore and is waiting to start the horizontal drilling.

The site is much better and good vegetative growth. The replacement/repair of the BMPs goes on.

The area on the west of the pad is still bothersome because the topsoil stored there is so wet it causing problems on both sides of the access road. They asked if they could give some of the excess back to the landowner. I talked it over with Vince Yantko and as long as they have a adequate supply they can give it away.

The continuing wet weather is still causing problems but the site is mostly seeded and they are hoping to finish the rest soon I took several photographs and left..

The well is within 10 feet of the coordinates Rice gave. Some of the sediment controls need maintenance and the sediment trap is still unresolved.
1992746 2011-07-29 No Violations Noted The E&S controls are, in all, very good. Most of the slopes have 90% vegetative cover and the fences and socks are in decent repair. Rice enlarged the sediment trap and cut a new access road to it to maintain the trap. The road runs along the south side of the pad and will do double duty as a stormwater channel. Much of this work has only been done in the last couple of weeks and the newly cut slopes are not yet vegetated. Additionally, Rice added rock to the sediment traps spillway. Although the newly expanded trap and access road are still bare, they should green-up shortly.

Additionally, the site¿s E&S plan needs to be updated and initialed.

Because all the construction is completed and most of the site is now vegetated, I am closing out the Captain Planet¿s violation as of August 3, 2011. A final Consent and Agreement will also include the Hulk site.
