The erosion control BMP's as outlined in the E&S plan should effectively minimize accelerated erosion & sedimentation, provided they are implemented and maintained properly. Noted that due to the shallow depth to the seasonal high groundwater table the operator would most likely not be able to encapsulate the drill cuttings in the drill pit. In addition the use of a below grade pit should only be undertaken during the dry periods of the year as outlined in 78.56. Contacted operator representative Randy Morris regarding this matter and he stated that the drill cuttings will be landfarmed at this site and that he will make the changes to his E&S plan. WQS Higgins also recommended to Mr. Morris that due to the short nature of the access road that the operator rock the enitre access road for stability and to minimize the potential for the generation and transport of sediment off-site. Mr. Morris stated that he would have the length of the access road rocked.
