0032071850 2016-09-19 UrbanProduction Wells No Violations I inspected this former well location pursuant to a complaint (#5442) of gas odor reported by a citizen. The gas odor had been reported near a soccer field, behind the police station. Upon my inspection, I observed the following: a circular area of dead grass, approximately 5 feet in diameter, at the western edge of a soccer field. I advanced several punch bar holes within the noted area of dead grass and noted LEL concentrations that exceeded 50%. Based on a review of historic documentation, the dead area corresponds very closely with the documented location of this well. I did not note any detected gas readings in the ambient area around the area, nor did I observe any other areas of dead or stressed vegetation or signs of impact. I reviewed the plugging and abandonment report for the well which indicated the following: the well had been plugged on 07/24/08 with no report of problems or incident. A final restoration inspection was performed on 08/01/2010 and final restoration was passed with no observed problems or conditions requiring attention. Pursuant to the complaint and inspection, I contacted City of Euclid Service Director Dan Knecht. I reported the results of my inspection to Director Knecht and advised that additional assessment would require excavation and exposure of the area by the city. Further, I advised that the city could elect to seek assistance from the Idle and Orphan well program, mitigate the stray gas with passive venting, or leave the condition as is. I advised that ODNR would continue to provided consultation and assistance as needed.
