| At approximately 2:00 pm I received a call from Mike Dalton with the OEPA.  He had received a phone call from the public indicating an oil spill at this well.  Mike was calling to inform me of the situation and wanted to obtain a current phone number for Leon Ashcraft, the well owner.  I went to the well site that afternoon and met with Mike Dalton, Leon Ashcraft, and two representatives from  Licking County's Emergency Response Section.  The leak happened on Saturday, March 29, and was caused by a break in the lead line running from the well head to the tank battery.  Approximately four barrels of crude oil were lost.  The crude oil flowed about 200 feet along an embankment that parallels Stattons Bridge Road.  Much of the affected soil had been removed and taken off location.  The crude oil had then entered a 300 foot culvert.  Leon Ashcraft had dug a pit at the base of the culvert to catch the product.  However, in the digging the pit a field tile was broken.  The crude oil then entered the field tile and  exited about 20 feet from the creek.  An absorbent boom was set out about 50 feet downstream as an attempt to catch any oil that made it to the creek.  There was some evidence of crude oil on the boom and a small sheen visible on the surface of the water.  Leon had also hired a steam truck to flush out the culvert with hot water, claiming that they could flush the culvert with 300 degree water until it ran clean.  Absorbent had been spread on the ground to soak up free standing crude oil.  Leon had done all of this before we were on site.  He did not notify ODNR or the OEPA concerning this oil spill.  Because of the off-site impact Mike Dalton handled the case and gave direction for the correct clean up procedures and the site restoration efforts.  A follow-up inspection will be done to evaluate the integrity of the tank battery and production lines and to ensure that proper identification is displayed.
