| I inspected this well pursuant to a request from a property development contractor, who had discovered the well during site prep and excavation. The well had been plugged and abandoned previously under I &O contract in 12/2001. At the time of this inspection, I observed the following: a 10-inch casing with welded lid, located within an active basement/foundation excavation. The casing riser extended approximately 4 feet above the bottom of the excavation. I met with a representative of the developer (David Payne) and we discussed the status of the well. I advised that the developer should consult with local building and zoning rules regarding new construction in relation to existing wells. The well was not accessible to perform any type of more detailed inspection.
