Brian Hess with Emergency Management of Knox County and Chris Bonner with OEPA were also at this meeting. Chris Bonner with the OEPA hired A&B Sanitation Service of Columbus to continue the clean up effort of the stream. This company will also be utilized to haul away and treat affected soil from the well site. James and Marta were agreeable and signed the contract with this company. Landoll continues to work on the well site. Saturated soil is being placed in a lined containment until it can be hauled away. A&B Sanitation Services began walking the stream in order to removed any and all contamination. |

The inspection revealed that there is an eight-foot square area immediately around the wellhead that is contaminated with crude oil. There is freestanding oil on the surface level, likely due to a leaking stuffing box on the pumping unit. By April 28, 2011, the well owner will properly clean up and dispose of this contaminated soil immediately around the wellhead. Also, the pumping unit equipment will be repaired and maintained in order to prevent further contamination at the wellhead location. The inspection also revealed that the 100 barrel storage tank failed to hold fluid, resulting in the release of approximately 50 barrels of crude oil. Also, the earthen dike that contained the storage tank failed to capture the spilled fluid. This resulted in approximately 45 square yards of contaminated soil that is saturated with crude oil. Approximately 7 barrels of crude oil migrated through a drain tile to the nearby stream. By April 28, 2011, the well owner will remove the entire drain tile and properly dispose of it. All contaminated soil will be removed from the well location, the containment dike, and the area outside of the dike. Contaminated soil will be treated at a certified facility according to OEPA standards. The containment dike will also be reconstructed, and maintained in a manner that will enable it to be liquid tight and sufficient to hold 110% of the entire sum of the tank and containers it holds. The 100-barrel tank will be repaired or replaced so that it is liquid tight. A proper form of identification will be posted at the tank battery, containing the following: Company Name, Well Name, County, Township, Section, Permit Number, and Emergency Contact Number. By May 4, 2011 the well owner will compete restoration efforts at the site. After the clean up and removal of contaminated soil, efforts will be made to establish vegetation at the site. The inspection revealed that there is an eight-foot square area immediately around the wellhead that is contaminated with crude oil. There is freestanding oil on the surface level, likely due to a leaking stuffing box on the pumping unit. By April 28, 2011, the well owner will properly clean up and dispose of this contaminated soil immediately around the wellhead. Also, the pumping unit equipment will be repaired and maintained in order to prevent further contamination at the wellhead location. The inspection also revealed that the 100 barrel storage tank failed to hold fluid, resulting in the release of approximately 50 barrels of crude oil. Also, the earthen dike that contained the storage tank failed to capture the spilled fluid. This resulted in approximately 45 square yards of contaminated soil that is saturated with crude oil. Approximately 7 barrels of crude oil migrated through a drain tile to the nearby stream. By April 28, 2011, the well owner will remove the entire drain tile and properly dispose of it. All contaminated soil will be removed from the well location, the containment dike, and the area outside of the dike. Contaminated soil will be treated at a certified facility according to OEPA standards. The containment dike will also be reconstructed, and maintained in a manner that will enable it to be liquid tight and sufficient to hold 110% of the entire sum of the tank and containers it holds. The 100-barrel tank will be repaired or replaced so that it is liquid tight. A proper form of identification will be posted at the tank battery, containing the following: Company Name, Well Name, County, Township, Section, Permit Number, and Emergency Contact Number. -083-2-3257-0000) belongs to James and Marta Landoll (owner #4628). The Banbury #2A Well is located in Jefferson Township, Knox County. The earthen dike was unable to contain the spilled product due to groundhog holes. James Landoll told me that he knew about the spill by 4:00 p.m. on Thursday and began to contain the spilled product that had escaped the dike. He did this with a skid steer loader and dirt. He did not notify anyone concerning the spill. Approximately 30 yards downhill from the tank battery is a driveway drain. That drain is connected to a tile that runs directly to a nearby stream. The un-named stream flows directly to the scenic Mohican River. Approximately 7 barrels of crude oil migrated through this tile and into the stream. James Landoll claims that he was unaware that the drain tile was even there. Also, much of the soil between the tank battery and the drain was saturated with crude oil. Friday morning James hired a local brine hauler, Billy Samples of B&J Drilling, to suck up free standing oil that was left in the dike. Samples informed me that approximately 25 barrels of product was recovered at this time. Landoll then proceeded to dump fresh dirt on top of the visible oil and inside the dike. By this time, it was Friday afternoon. Jo Shrimpland lives on a farm just downstream of where the oil entered. She noticed the contamination and called it in to ODNR at Columbus. Mike Williams, from the central office called me at 3:49 p.m. on Friday to inform me of the spill. I was on location approximately 20 minutes later. The fire department was notified and was on the way with booms. I also called Billy Samples, requesting him to bring a vac truck. He sent one immediately.
