| I was on site to witness the cementing of the 13 3/8" surface casing. My inspection revealed that Nomac Rig # 38 has reached a total depth of 792' on their 17 1/2" hole and ran 792' of 13 3/8" casing into the wellbore. The casing crew installed seven centralizers on the casing string (on joints 1,3,6,9,12,15,18). Schlumberger cemented the casing with 722 sacks of Class"A" cement with a density of 15.6 pounds per gallon and a yield of 1.20 cubic feet per sack. Additives in the cement are .2% D46 (antifoam); 2% S001 (accelerator); .25 pound per sack D130 (lost circulation material). Schlumberger pumped approximately 22 barrels into the displacement and the casing pressure went up to approximately 1100 PSI. Schlumberger released the pressure and pumped the pressure up several different times but couldn't get the wiper plug to start moving again. Nomac Rig # 38 tried to pull on the casing and move it up the hole, but the casing was hung in the hole. Schlumberger, Chesapeake Rig Consultant (Gene Belsom), and I calculated where the cement top was on the backside of the 13 3/8" casing and where the plug should be inside the casing. The top of the cement in the annulus should be at approximately 364' (428' of fill-up) and the wiper plug should be at approximately 142'. I advised Gene Belsom (Rig Consultant) and John Snook (Drilling Supt.) that they could run 1" pipe into the annular space between the 13 3/8" casing and the open hole/conductor, tag the top of the cement, and then cement the annular space to surface. Schlumberger had to bring more cement to the site and the drilling rig had to obtain the 1" pipe before the top-out job can be performed. I departed the site at approximately 1:30am on 08/06/12, because they advised that it would be a minimum of 6 to 8 hours before remedial work could be started. My inspection revealed no violations at this time.
