+ | | I was on location for a status check inspection. During my inspection, I found the well is equipped with a pumpjack. The tank battery consists of two (2), 100 barrel production tanks and a mechanical separator. I observed that the diked tank battery was full of water with approximately 5 gallons of oil near the northeast corner. There were oil stains on the side of the 100 barrel production tank furthest east. I noticed a section of 1 inch poly flow line coiled up and lying in the water inside the dike. The oil and water inside the dike lead to a pool of water through a trench in the southeast corner two (2) foot south of the dike. There is a sheen on top of the water. I research our RBDMS database and found Big Sky Energy did not file annual production for 2013. I called Don Gooseman, field supervisor for Big Sky. I instructed Mr. Gooseman that the water and all impacted soil/gravel inside the dike and the pool of water on the south side needed to be removed immediately. Mr. Gooseman stated the company's water truck was not in operation. Also, Mr. Gooseman stated he would contact Bob Barr, owner of Big Sky Energy about getting a water truck. Next, I called and left a message with Mr. Barr to return my call concerning the water and oil in the dike. A compliance notice for failure to keep the dike free of water or oil will be issued. A follow-up inspection will be conducted by 4/24/2015. | ||

The chloride level at the separator read 1,063 ppm Cl and next to the oil storage tank read 2,406 ppm Cl. I researched our database and found ODNR Inspector Steve Ochs inspected and documented a violation for contamination on 3/20/2012. He wrote a follow-up report on 6/5/2012 stating the clean-up was uncomplete. I called Bob Barr at 740-624-0434 and told him to clean up all of the contaminated gravel, weeds, soil, and debris immediately. I reminded him that ODNR Inspector Steve Ochs had called him in March on 3/20/2012 and had told him to clean-up up the contaminated oil, soil, and debris. The valves from the well to the separator and from The separator to the sales line were open . At the well location I found the well is equipped with a pumping unit . The pumping unit was not operating at the time of my inspection . The valve from the well to the flow line was open . Upon the completion of my inspection I could not definitively determine if the well was or was not producing . NOTE : This well shares a common tank battery with P# 2502 . | ||||

Immediately adjacent to the wellhead there was 10 ft. by 20 ft. area of soil contamination and oil puddles. There was oil on standing water inside the tank battery dike. There was no off-site impact. Called Bob Bar, told him to clean up oil and contaminated soil and debris. | ||||
1775451049 | 2014-04-14 | I was on location for a status check inspection. During my inspection, I found the well is equipped with a pumpjack. The tank battery consists of two (2), 100 barrel production tanks and a mechanical separator. I observed that the diked tank battery was full of water with approximately 5 gallons of oil near the northeast corner. There were oil stains on the side of the 100 barrel production tank furthest east. I noticed a section of 1 inch poly flow line coiled up and lying in the water inside the dike. The oil and water inside the dike lead to a pool of water through a trench in the southeast corner two (2) foot south of the dike. There is a sheen on top of the water. I research our RBDMS database and found Big Sky Energy did not file annual production for 2013. I called Don Gooseman, field supervisor for Big Sky. I instructed Mr. Gooseman that the water and all impacted soil/gravel inside the dike and the pool of water on the south side needed to be removed immediately. Mr. Gooseman stated the company's water truck was not in operation. Also, Mr. Gooseman stated he would contact Bob Barr, owner of Big Sky Energy about getting a water truck. Next, I called and left a message with Mr. Barr to return my call concerning the water and oil in the dike. A compliance notice for failure to keep the dike free of water or oil will be issued. A follow-up inspection will be conducted by 4/24/2015. | ||||

A follow-up inspection was performed by Steve on 6/5/2012 and he found the tank battery and well head still contaminated by oil. My inspection found some of the overgrown weeds cut down, but no progress on the clean-up. I was called by the well tender and was told clean-up would start either on 9/17/2012 or 9/18/2012. 644708862 | 2012-09-06 | I conducted a follow-up compliance notice inspection. My inspection found contaminated with oil and brine throughout the tank battery. There was oil and brine pooled next to the separator, a sump pit next to the 100 barrel oil storage tank, oil stained gravel and weeds, and oil/brine soaked pads thoughtout the tank battery. I found two pools of oil covered by straw located approximately 30' west of the well head. According to Larry Criddle Jr., the landowners son, a pine tree located 30' east of the well head was dead from the well spraying oil and brine when Big Sky was swabbed on it in 2010. I performed two chloride tests using Quantab Titrators in front of the separator and at the sump pit in next to the oil storage tank. The chloride level at the separator read 1,063 ppm Cl and next to the oil storage tank read 2,406 ppm Cl. I researched our database and found ODNR Inspector Steve Ochs inspected and documented a violation for contamination on 3/20/2012. He wrote a follow-up report on 6/5/2012 stating the clean-up was uncomplete. I called Bob Barr at 740-624-0434 and told him to clean up all of the contaminated gravel, weeds, soil, and debris immediately. I reminded him that ODNR Inspector Steve Ochs had called him in March on 3/20/2012 and had told him to clean-up up the contaminated oil, soil, and debris. Bob told me, he would get someone out to this location by the end of next week (9/14/2012) to clean the site. This well shares a tank battery and lease road with permit number 2-2502. I will conducted weekly inspection until all contamination is cleaned up. | ||||
