| The Division received a complaint from Ohio EPA alleging that a pit containing crude oil has overflowed into a stream.  The complainant, Mr. Keith Branski, a caretaker for the property was then contacted.  Mr. Branski accompanied me for the inspection.  No rainfall at time of the inspection.  The well consisted of 4.5" casing with a swage and a valve.  The nearby earthen pit was dug exclusively for service work operation performed on the well.  The pit contained a liner and measured approx 15' x 5' x 5', but found to have reached it's maximum fluid capacity.  An oil sheen was observed on the surface of water however, the pit was not leaking at time of the inspection.  Four booms were observed on the right hand side of pit, which have been deployed by the Fire Department per Mr. Branski.  The bottom of the pit was sampled, in the field, and High Range Quantabs revealed no Cl-.  The area situated below the well location contained an intermittent stream and received drainage/runoff from well location (i.e. lease road).  A steady flow of water was observed at time of the inspection.  This area was mixed forest located approx 50' - 75' lower in elevation to the pit.  No observed impact to both streams.  There was no observed crude oil and High Range Quantabs revealed no Cl-.  Bacteria/Iron Scales were observed in pooled area around a bend.  Mr. Branski was informed there was no observed impact at this time.  Prior to Mr. Branski leaving the property, he requested that soil samples be obtained in the stream.  Mr. Branski was advised to talk with Ohio EPA.  Followed intermittent stream to confluence and again observed no impact to State waters.  Note: Well location was not accurate therefore, a GPS reading was obtained during the inspection.  A voicemail message was left for the well owner at 1:42 pm and requested a return call.  Contacted Mr. Chris Holmes with Ohio EPA and provided the inspection results.  Mr. Holmes stated no soil sampling.  Provided Mr. Rob Stonerock, West Region Oil & Gas Supervisor, with overview of complaint and inspection results at 1:49 pm.  The well owner, Mr. Daryl Porter returned call at 5:06 pm and agreed to remove oil sheen and abandon the pit within 24 hours.  Mr. Porter stated both oil and gas wells would be plugged this summer.  There was miscommunication with Knox Energy whom serviced this well in November 2010.  Further stating they pulled a wet string of 1.5" out of 2.88" tubing consisting of mostly brine and were unable to unseat the pump.
