| I reviewed the site to assess the completion of preliminary restoration.  There is a sign board at the access road entry featuring the well name, permit number and emergency contact information.  The access road has a padlocked gate near Georgetown Road.  The access road was in good repair, and drainage and erosion controls were in place.  Ground cover was well established along the access road.  I found the drilling/production pad to be enclosed entirely with a chain link fence with barbed wire at the top, and with a padlocked gate.  The pad has a crushed limestone surface.  The well has a pump jack.  The stuffing box has an enclosed container to capture any small leaks.  The cellar was full of water to the surface.  There are concrete barriers protecting the wellhead and pumpjack from vehicles.  The tank battery is comprised of six 400 bbl storage tanks ? three are labeled for produced water, and three for condensate.  The tanks are located within a spray-lined and sealed secondary containment.  There are concrete barriers protecting the containment from vehicles.  There are e-stops outside the barriers, and the tanks are grounded, and have static dissipators.  There is a truck grounding area for trucks collecting condensate and/or produced water.  Along the interior of the chain link fence there is an earthen berm.  The ground cover on the berm is well-established.  The soil stockpile is well stabilized with vegetation.  Crops are growing normally outside the fenced area.  Drainage and erosion controls at the pad are in place and functioning.  A closed-loop, above-ground drilling pit system was used, so there are no earthen pits requiring closure.  Preliminary restoration appears complete.
