| CASE 02-033  Uniontown office received a complaint from Mr. Clyde Johnson regarding crude oil spilled into a creek which crosses his property. While inspecting the site, a fresh oil spill was found in and adjacent to the storage tanks. Called Steve Harley while on site and requested an immediate meeting. In the meeting, Harley indicated that a flowline leak occurred in May which resulted in crude oil entering a drain tile which discharged into the creek. The OEPA responded to this spill and booms and sorbent pads were placed along 500 feet of the creek down stream from the drain tile discharge. A second release in June (NOT REPORTED) was caused by vandals opening a valve. This spill breached the northwest corner of the retention dike and impacted an area approximately 94' x 26'. The impacted soil was covered. The latest spill (approximately 8 barrels) was attributed to a leaking stock tank. The impact area was inside the dike area. Steve Harley was ordered to empty the leaking tank and remediate the spill as soon as possible. Also requested that he remove the old sorbent pads and most of the old booms in the creek. He said the stock tank would be emptied today and that he would have a backhoe on site in the morning to excavate and remove the impacted soil.
