| My inspection found the well in production.  The well was equipped with a plunger lift unit and three domestic gas lines.  The tank battery contained a 100 barrel production tank, a 30 barrel brine tank, and a separator.  There were locked, chain link fences surrounding the tank battery and well.  The proper identification sign was posted.  The dike was slightly weathered; however, it met containment requirements.  There was a plug on the load line.  The lease road was in good, working condition.  The well was placed into production prior to House Bill 278.

| On location to check the status of this Clinton Sandstone well.  The well was reported by the operator, Bobcat Well & Pipeline, LLC (BWP), to Northeast Regional Supervisor Tom Hill to have a defective production casing. The operator also reported that they were temporally mitigating// controlling the annular gas pressure between the 8---pressure regulator and a gauge on the line indicates an annular pressure of 170psi.  The geophysical log for the well confirms the 8-5/8 surface casing seat at a depth of 340 measured from ground level (GL).  This casing seat is considered over-pressurized when the pressure at the surface exceeds 103psi (.303 X 340) and is currently in violation of 1501:9-1-08(N)(2) of the Ohio Administrative Code.  An inspection of the surface production equipment found a Murphy Switch gauge at the separator that shows a pressure of 150psi on the vessel.  The meter chart shows differential production pressures (line pressures) between 120psi and 150psi.  Based on this information, the current remedial actions employed by Bobcat Well & Pipeline will not achieve compliance with the Ohio Administrative Code.  Further, sustainable, remedial actions are required to lower the annular pressure below the maximum allowable pressure of 103psi by 1) repairing the defective casing, 2) properly plug & abandon the well, or 3) perform another activity that is approved by the Division that will mitigate the annular pressure.  Supervisor Tom Hill informed Dave Rice (BWP) of t

| I conducted a compliance notice follow-up inspection for compliance notice inspection issued on 2/7/19, regarding defective production casing.  At the time of this inspection, the well was equipped with a plunger lift assembly.  The gate valve on the tubing was closed, but the 2 inch flow line was open.  The 4.5 inch casing valve was open was equipped with a pressure gauge that read 120 psi .  The 8-5/8 inch surface casing head and port are below grade and the annular access port has been plumbed to surface with 2 inch and 1 inch piping, that is tied into the flow line. The annular flow line was equipped with a back-pressure regulator, however the pressure gauge on this line mentioned in the previous report dated 2-6-19, was not present at the time of this inspection.  No pressure reading could be obtained on the 8 5/8 inch surface casing, during this inspection.  The chart on the mechanical separator, located in the diked tank battery showed no pressure differential readings.  I contacted Dave Rice from Bobcat Well & Pipeline, LLC and left a message requesting that a pressure gauge be reinstalled on the annular flow line to determine what the current line pressure was, in order to see if remedial actions have been taken to reduce the annular pressure below 103 psi, as required by OAC 1501:9-1-08(N)(2).

The tank battery contained a 100 barrel production tank, a 30 barrel brine tank, and a separator. There were locked, chain link fences surrounding the tank battery and well. The proper identification sign was posted. The dike was slightly weathered; however, it met containment requirements. There was a plug on the load line. The lease road was in good, working condition. The well was placed into production prior to House Bill 278.
