− | | I conducted an inspection of this possible well from a request of Dan Prebonick, an engineer for W.Z. Baumgartner & Associates, Inc. The former RG Steel property, now owned by River Rail Development, LLC, is trying to become involved in a VAP (Voluntary Action Program) with the Ohio EPA. The program stipulates that there cannot be any active oil and gas wells on site, and if there were active wells that they were properly plugged according to ODNR standards. Three possible wells showed up in records near the RG Steel property. They were API# 34081617870000, 34081617880000 and 34081617890000. It was concluded that only 34081617880000 was possibly on RG Steel property. I mapped the well and it appeared to be present inside the former picking building of the property. I was escorted to the location by Dave Kociban of Strauss Industries and tried to locate the well using GPS coordinates. There were no signs of a gas well ever inside the area of the pickling building. The only documents currently on file regarding this well is an incomplete Ohio Geological Survey card. The card only shows only the proposed location, property owner and the well operator. It is my conclusion that this well was either never drilled or was shortly thereafter plugged. Many of the similar wells in the near vicinity are shown as plugged. Also this well card does not show a well drilling date, completion or even when the well was permitted. It appears that this was a planned well that was never drilled. The listed owner of this well was Labelle Ironworks, which in 1920 merged with two other ironworks to form the Wheeling Steel and Iron Company. This would mean that the well would have to be drilled pre 1920 but it was recorded. The deed shows no mention of any oil and gas wells on the property and interviews with RG Steel representatives also show no information of the presence of gas wells on site.
