There are two producing gas wells at this location: Savage 1H (113-20107), and Savage South 1H (113-20167), also two GPUs and two brine tanks. Inspection prompted by well pad neighbor’s report earlier in the day that a valve on top of one of the brine tanks was popping, and apparently venting malodorous gas. At the time of my inspection there was no venting, nor any discoloration or other modification of the snow cover that could be indicative of a discharge. There was no one on site, but tire tracks and foot prints in the snow suggested that someone had been to the site before I arrived. I left the location at 15:00. On 1/7/15 I spoke with Rich Adams who said that Chief had remotely shut in the 1H. Staff had investigated the neighbor’s report and believed that the dump valve which controlled the gas-driven flow of brine at the 1H GPU may have been frozen open so that gas was venting to the brine tank.
2434052 Primary Facility 2015-12-16 Routine/Complete Inspection No Violations Noted Arrived at 09:45, weather cold and cloudy. There are 2 producing wells on the location. Annular vents from both wells were plumbed into one 550-gallon poly tank. Monitoring with an Altair 5X gas meter calibrated on 12/14/15 detected 4% methane at the poly tank opening. At the time of inspection it was not possible to determine from which annular vent or vents this gas was originating.

Site vegetated with >70% vegetative cover, and temporary erosion and sediment control BMPs have been removed. The pad surface has been de-compacted and planted with grass in accordance with the approved site restoration plan. No evidence of accelerated erosion or sedimentation was observed.

The 2 producing wells onsite are shut-in and new containment and mats have been laid in prep for drilling ( there are also 4 new conductor spuds on location). At the time of my inspection, a CCI crew was changing out the flow arm on the 1H. A review of Department files indicates that in 2014 there was an apparent 5-1/2" casing leak on the 1H which was addressed by setting tubing on a packer. Requested further info on this from Peg Farrell as DEP records are incomplete. No violations observed at the time of my inspection.
2685920 Primary Facility 2018-01-23 Routine/Complete Inspection No Violations Noted I met Ty Marine when I arrived on-site. Precision rig #569 on location, Savage South 3H well drilled to TD (13913') and rig is currently running casing in the hole. Steady rain was falling. Overall, containment was in good condition and functioning properly; however, on the east edge of the sitewide containment, I noted 3 locations where rainwater was overtopping the berm in a steady stream. Ty said he had just had a vac truck working in this area, and another was due shortly. I strongly recommended to Ty that he set up a trash pump or other full-time system to keep this area clear of rainwater. A trash pump was already nearby, and Ty had a tank in the vicinity as well to pump to. Ty was setting up the trash pump when I departed. Based on the concentration of water on the eastern side of the containment, it seems that the pad elevation tapers off in this area, creating a low spot with a high potential for a release; I strongly recommend that Chief either keep all of their primary containment above th
2695810 Primary Facility 2018-02-20 Routine/Complete Inspection No Violations Noted Arrived at 11:00. Weather: warm. Crew from Mr. dirt and Patrik's washing up rig mats at the time of my inspection. There are a total of six wells on this pad. There are two older wells are currently shut in and four new wells they have not been frac'ed yet. No violations were observed the time of inspection.
2799538 Primary Facility 2018-11-06 Routine/Complete Inspection No Violations Noted Chief Oil & Gas submitted a Well Site Restoration Report (WSRR) for the Savage pad. The WSRR was received by the Department on 10/23/18.

Arrive onsite at 12:40; weather was ~50°F, calm, light rain. Some puddles on the pad surface were screened for conductivity and all measurements were below 100 µS/cm.

There were 6 properly tagged Marcellus wells staged for production. All cellars were filled with water; no bubbling was observed. There were 6 GPUs and 6 produced water tanks onsite and in secondary containment. The water in secondary containment around the produced water tanks had a conductivity of 2.50 mS/cm. This water should be removed by vac truck and not be discharged to the ground or permitted to enter Waters of the Commonwealth.
