0089263969 | 2016-11-02 | UrbanProduction Wells | No Violations | I received a request to field check the Ekus - Dunn # 1 from Craig Kowalski of HzW Environmental Consultants, LLC, Akron, OH. Mr. Kowalski was conducting Phase Two environmental assessment for a purchaser of the property when he located this well. The Divisions Well Locator map did not spot any wells on the property. The well was misplotted, approximately 9900 to the west. The well and tank battery were located in a auto recycling facility located at 663 Kenmore Blvd. Access was gained through the yard for both. The well last reported oil and gas volumes in 2010. There were not any outstanding Notices of Violations or Compliance Notices regarding the well. The well was drilled in 1991. The well was operated as a pumping well with 2.375 tubing and rods inside 4.5 production casing. The well was not operational as the pumping unit had been removed. Remnants of the stone pad and fencing panels remained. No leaks were identified during this inspection. The valves on the well head were in the position. There was minor ground contamination associated with a pumping well operation. Gauges on the well head were not operational. The tank battery was located approximately 80 north of the well head and consisted of one (1) 210 barrel oil tank, one (1) drip bottle, one (1) gas meter and associated two (2) inch piping. There was not a separator present. The tank battery was surrounded with a chain link fence, but was not locked. The I.D. sign was not legible. The yard operator has partially fulled the tank battery fencing with used auto gas tanks, restricting complete access. The vegetation inside the tank battery was overgrown and impeded a complete visual inspection. I did not identify any releases of oil and / or brine around the tank. I spoke with Mr. Leonard Ekus, owner, who supplied a check ( Delayed Rental payment ) with the well name and identified the Operator ( Enervest Operating LLC ). 1390265780 | 2016-11-07 | UrbanProduction Wells | No Violations | I met with Tim McConaha ( Enervest Operating ) to conduct a pre-plugging evaluation to generate a plugging protocol for the well. The 2.375 tubing was opened, through a one (1) inch bleed off line, to the atmosphere for 10 minutes. No pressure or fluid flow was observed. The 4.5 production casing was opened through a quarter inch needle valve and a flow of brackish fluid( 618 ppm Cl ) was observed. I extrapolated this flow to be one (1) gallon of fluid every 32 minutes. The 8.625 surface casing head was exposed and opened with an unmeasurable pressure which blew down to 0 psi in less than one (1) minute. No fluid flow was observed from the 8.625 X 4.5 annulus. I requested that Enervest Operating submit a plugging scheme for DOGRMs review and approval. No violations identified during this inspection. |
