An identification sign is posted a production tank with no permit number. There is a Kubota excavator sitting on location next to the tank battery. |

Upon our arrival we found that the earthen dike had been breached on the north-east corner allowing the fluid inside the earthen dike walls to drain from the tank battery area into a crop field. I tested the remaining fluid inside the dike and in the crop field where the fluid had flowed with 1176 qauntab strips to find the chloride levels exceeded the limits of the chloride strips which was 6300 ppm chlorides. There was a new chart on the gas meter with the date of 3-10-2016 wrote on it. The chart indicated the well was in production at the time of the inspection. I took photos of the ditch in the earthen dike wall and inside the earthen dike walls. |

I contacted Bob Barr Sr., he told me they attempted to repair the leak but the repairs did not hold. He then said he did not believe the gas line was his line. I told him I would make some calls to determine who owns the gas line. I traveled northeast of the leaking gas line off of State road and found a gas line owned by Dominion Gas Company and a gas line which was marked with a gas line marker showing C-Gas as the owner. There was two gate valves by the gas line marker owned by C-Gas. I contacted Dominion Gas, I spoke with Jeff Baker, he told me the line they owned off of State road was a 12 high pressure line and there were no gas wells in the area connected to the gas line. I then contacted Ken Kraeger , he was employed by C-Gas in the past and had knowledge of the gas line off of State road. He told me the gas line was sold to Big Sky with wells in the area. He said the gate valves I found was to a gas line that used to supply two factorys in Ashtabula City which have since gone out of business. Upon my request he voluntarily checked the gate valves to determine if they were closed. Don Kreager contacted me later in the day and told me the valves were open. He closed both valves which were four inch valves. I then contacted Don Goosman and told him of my findings of the gas line ownership and closing of the valves off of State road. |

There was a hole two feet in diameter which was full of fluid with gas venting through fluid at a constant rate. I contacted Don Goosman with Big Sky Energy. I told him of the gas leak, he told me he had no equipment to repair the leak right now but he would come out immediately to shut-in the gas line. This well is not in production at this time. ODNR Division of Oil & Gas records show the last reported production was in 2010, producing 1876 mcf of gas. Also the identification sign has no information posted on it. This well is in non-compliance. Remedial work required to get well into compliance: REPAIR GAS LEAK, POST CORRECT INFORMATION ON IDENTIFICATION SIGN, SUBMIT PRODUCTION REPORTS FROM 2010 TO PRESENT, PLUG WELL. |
