Impoundments were not structurally sound, impermeable, 3rd party protected, greater than 20" of seasonal high ground water table. In addition, the inspection found "failure to implement Special Protection BMPs for HQ or EV stream." The pipelines were also found where they were not indicated and/or not located in the valid ESCGP-1and on stream w/o 105 permits. See the details attached.

A deficiency letter was sent on 01/21/2011, but the response on 02/22/2011 didn't include all information related with the deficiencies. However, I found the site constructions were different from the drawings (plans) originally issued on 08/16/2010 (e.g. pipeline, impoundment, etc.). Impoundments were not structurally sound, impermeable, 3rd party protected, greater than 20" of seasonal high ground water table. In addition, the inspection found "failure to implement Special Protection BMPs for HQ or EV stream." The pipelines were also found where they were not indicated and/or not located in the valid ESCGP-1and on stream w/o 105 permits. See the details attached.
