| Arrived at 14:22, temperature <  20°F, ground lightly covered with fresh snow. There are two producing gas wells at this location: Savage 1H (113-20107), and Savage South 1H (113-20167), also two GPUs and two brine tanks. Inspection prompted by well pad neighbor’s report earlier in the day  that a valve on top of one of the brine tanks was popping, and apparently venting malodorous gas. At the time of my inspection there was no venting, nor any discoloration or other modification of the snow cover that could be indicative of a discharge. There was no one on site, but tire tracks and foot prints in the snow suggested that someone had been to the site before I arrived. I left the location at 15:00. On 1/7/15 I spoke with Rich Adams who said that Chief had remotely shut in the 1H. Staff had investigated the neighbor’s report and believed that the dump valve which controlled the gas-driven flow of brine at the 1H GPU may have been frozen open so that gas was venting to the brine tank.

At the time of my inspection, a CCI crew was changing out the flow arm on the 1H. A review of Department files indicates that in 2014 there was an apparent 5-1/2" casing leak on the 1H which was addressed by setting tubing on a packer. Requested further info on this from Peg Farrell as DEP records are incomplete. No violations observed at the time of my inspection.

| I met Ty Marine when I arrived on-site.  Precision rig #569 on location, Savage South 3H well drilled to TD (13913') and rig is currently running casing in the hole.  Steady rain was falling.  Overall, containment was in good condition and functioning properly; however, on the east edge of the sitewide containment, I noted 3 locations where rainwater was overtopping the berm in a steady stream.  Ty said he had just had a vac truck working in this area, and another was due shortly.  I strongly recommended to Ty that he set up a trash pump or other full-time system to keep this area clear of rainwater.  A trash pump was already nearby, and Ty had a tank in the vicinity as well to pump to.  Ty was setting up the trash pump when I departed.  Based on the concentration of water on the eastern side of the containment, it seems that the pad elevation tapers off in this area, creating a low spot with a high potential for a release; I strongly recommend that Chief either keep all of their primary containment above th
