The Department was represented by Brad Kline (WQS), Briana Cunningham (WQSS) and myself. Upon arrival, the Department spoke to Andrew Griffith (Company Man-SWN) who accompanied us for the remainder of the inspection.
The well-connect pipeline was being constructed at the time of the inspection, with most of the pipeline activity concentrated near the pad entrance. At the time of the inspection, the Rig #45 was in the process of drilling the 3H, which is the third of four new wells being drilled on the pad. Mr. Griffith informed us that the casing issues SWN had encountered while drilling the first well had been resolved, but they were now trying resolve a new issue involving drilling mud turning viscous and negatively impacting the efficiency of the bit. The drill cuttings are being collected combined with sawdust and hauled to Keystone Landfill. While we were walking the perimeter of the pad, Ms. Cunningham noticed that |

The weather conditions were mostly cloudy skies, with light winds and temperatures in the upper 30’s. We met with Anthony Mauro, Maintenance Foreman of SWNPC shortly after arrival. Mr. Mauro stated the following regarding site activities: "We are In the process of installing production equipment. Flowback of the wells will start between the week of Christmas and New Years. Frac plugs have been drilled out. This was finished on Saturday."
Mr. Baldwin and I parked our trucks near the pad entrance. We conducted the inspection of the site walking in a counter clockwise pattern. Around 11:10-11:15, we discovered elevated specific conductance (conductivity) in unfrozen water on the secondary containment for the frac tank battery. This inspection was performed to document the progression of an ongoing saturation issue in the Complainant's yard.
According to the Complainant, the issue started earlier this summer after the construction of SWN's Falconero Well Pad. The Complainant alleges the problem is tied to an bioretention basin located up-gradient of their property. Previous inspections documenting this complaint can be found under the following inspection records: #2749865, #2755894, and # 2767083. The bioretention basin is equipped with a drain valve for dewatering the basin after storm events. According to the plan's maintenance notes, the basin should be drained using the valve if it is still holding water 72 hours after a storm event. Previous inspections documentiong this issue can be found under the following inspection records: #2749865, #2755894, #2767083, and #2812507.
I scheduled this meeting after performing the previous inspection (#2812507) during which I noted that the Complainant's reported issue continues to be ongoing. In attendance were Dillon Otten (SWN) Seth Tratthen (SWN), Steve Shrodo (Senior Civil Engineer-DEP), Briana Cunningham (WQSS-DEP), and myself. I began the meeting by talking a little about the history of the Complainant's issues, and that the Complainant reported that it seemed to coincide with the construction of this well pad. On 12-20-18 the Department collected a groundwater sample from the production line trench at the Southwestern (SWN) Falconero Pad. The PADEP Bureau of Laboratories in Harrisburg, PA forwarded the the water sample results to the Department on 1-29-19. We were joined onsite by Dylan Otten (SWN) and Eric Castonguay (Woodard and Curran). The weather was mild at nearly 50 degrees F and mostly sunny with relatively calm winds.
Woodard and Curran is handling the onsite remediation and monitoring efforts. Mr. Castonguay stated that all monitoring points established onsite have been trending steadily downward over the last few weeks, with only one monitoring location (Sump D) having exceeded 0.75 mS/cm since 25JAN2018. Monitoring locations have been established in both locations through which stormwater exits the location: the bioretention basin (Sump 2) and the roadside ditch adjacent to the access road (monitoring point aptly named 'Access Road'). According to Mr. Castonguay, the sumps in trench and in rock-lined ditch in rear of pad have not gone over 0.75 mS/cm for a week or two. The weather was 37 degrees F and mostly cloudy with a steady slight breeze and no precipitation. This inspection was conducted in response to an ongoing complaint involving saturation issues in a yard directly adjacent to the well pad.
The saturation issues may to be linked to grading changes on the well pad up gradient of the yard, including the installation of a bioretention basin. The Department is trying to establish if there is a link between the basin's retention of water and the saturation and drainage issues experienced in the complainant's yard nearby. The valve opening-closing schedule indicated in the maintenance notes had not been followed by SWN during the summer and autumn months due to the concern that it would add to the complainant's saturation issues.
