| Drilling appeared to have been completed at the time of the inspection.  Below grade pit located onsite and it appeared to have more than the 2 feet of lined freeboard.  1) Observed that the filter fabric fence BMP had not been installed properly.  Specifically it had not been trenched in, the flapped had been folded under and soil was placed on top of the fence.  2) Mud had been transported out onto Fort Run Road during the removal of the drilling equipment from the site.  The operator had a contractor onsite and work had begun to remove the mud from Fort Run Road.
