| Drill rig was located onsite at the time of the inspection.  Below grade pit located onsite at the time of the inspection, and it had more than the two feet of required lined freeboard.  Noted that the access road and a portion of the site had been rocked with clean durable rock.  Noted that the access road was construected straight up over the hill, thus making it difficult to implement erosion controls to minimize the amount of sediment generated and carried off-site.  It was noted that this issue was reported as a complaint and had been addressed by the operator through plowing the mud off the road and a road broom.  The mud which had been pushed to the side of the road should be gathered and taken back up to the site during site restoration.  The operator should also continue to monitor the site and access road, especially when the rig is moved off-site and during any possible well stimulation activities.  The operator shold have a plow and broom truck located onsite during either of those activities.
