Load-lines had been secured with locks. The company has made no attempt to establish secondary containment around the existing tank battery. There is a storm drain inlet located 40 feet down-gradient from the 210-barrel production tank. The owner has indicated that the deficiencies will be fixed but will not provide a timetable. |
