0167161837 2018-09-18 Production Wells No Violations On the day of my inspection I found that Billy Patten had the tubing and rods back in the well, and the wellhead was put back together. The pumping unit was still not in place. I called Billy and he said that they need to get Gene Mathenys rig out and then he can get the pumping unit equipped and ready to start pumping the well. The site and access road were very muddy, and Billy said that they might wait for a couple days to let it dry out some before trying to get the rig moved out.
0261792555 2018-01-10 Production Wells Violations Noted On the day of my inspection I found that the well was idle and in a state of abandonment. The ground was snow covered at the time of my inspection, and I found no signs of vehicle or foot traffic back to the well. The well site was located in a forested bottom, surrounded on three side by creeks. The only access to the well was down a forested slope with no conspicuous access road. The well was equipped with a natural gas powered pumping unit. The engine was mounted on the unit, but there were no drive belts or fuel line in place. The flow lines were connected at the wellhead and the valves were closed. There were no signs of crude oil leaking from the wellhead and I found no gas leaks. There were several old 55 gallon steel drums scattered around the well site. There was no identification posted at the wellhead. The production equipment is shared with permits 1506, 1526 and 1555. It consisted of two 100 barrel steel tanks and one 30 barrel poly tank. Correct, legible identification was posted and I found no leaks or spills around the tanks. The well owner/operator shall submit a written plugging schedule to Chris Grimm at 5880 Memory Rd, Zanesville, OH 43701 within 30 days, per OAC 1501:9-11-05(B), and plug the well within 180 days. The well owner/operator will be notified if the plugging schedule is approved or denied.
0744957957 2018-09-21 Production Wells No Violations Billy Patten called to let me know that he had the well pumping and it was making fluid. I met him at the site and I found that he had equipped the well with a gasoline engine powered pumping unit. There were new valves and fittings on the wellhead. He also had one 100 barrel steel tank back at the well site in an earthen dike. The unit was in operation and oil was pumping into the tank. Billy was venting gas through a pop-off valve. He said that he would eventually connect the engine to run on natural gas. He also said that he was going to run a flow line up to tie in with the next nearest well on the lease. The well has been made capable of production and it has produced oil. The compliance notice is resolved.
0969244152 2018-09-06 Production Wells No Violations On the day of my inspection I found that Patten had cleared an access road back to the well and built a stream crossing to get to the wellhead. Gene Matheny was moved in, rigged up and pulling rods from the well. Billy Patten said that they will assess the capability of the well once Gene had the rods, tubing and pump out. If the well does not appear to be capable of production he will plug it.
1196415579 2018-06-07 Final Restoration No Violations On the day of my inspection I found that there was not a new road cut back to the wellhead, and there were no signs that anyone had been back to work on the well. There was still no electric to the motor on the pumping unit, there were no drive belts and the valves were still closed. I called Billy Patten to ask what his plans were. A plugging permit was issued on 4/25/18. Billy said that he has contracted a service rig, but he did not have a solid date when they were coming out. He said that the plan was to test the well to determine if it was capable of production. If they find that the well is not capable then they will plug it. I asked that he keep me updated on when they were moving in.
1353167845 2018-07-27 Production Wells No Violations On the day of my inspection I found that there were no signs of any activity at the well site. There still was not a passable road cut back to the well. I called Billy Patten, who claimed that he was waiting on Gene Matheny. He said that as soon as Matheny can come work for him they will move in on this well first. Billy still says that he intends to test the well for production capability before plugging. I reminded him that he is past the due date of 7/10/18 to have the well in production or plugged. He claimed that he would move in as soon as possible.
1536849844 2018-09-13 Production Wells No Violations On the day of my inspection I found that Gene Matheny was working to clean the hole out. He was bailing the oil, water and paraffin out of the production casing. The tubing string had been steamed and it was delivered to the site. Gene said that he planned to have the tubing and rods back in the well by tomorrow.
