Material was stockpiled at the northern edge of the LOD and a hole (approx. 20'X20') was located nearby. In addition, the access road and rock-lined ditch was left in place. The permit file indicates the Department never recieved or approved a plugging certificate. I recommend restoring the well pad to approiximate original contours as the ESCGP illustrates. No Violations Cited at this time.
2833039 Primary Facility 2019-01-28 Routine/Complete Inspection No Violations Noted The well pad area has been returned to original contours and appeared to be part of active farming operations. The permit file indicates the Department received a plugging certificate on February 12, 2016. Material was stockpiled along with a metal gate and poles, corrugated pipe, and construction fabric (Photo #2). If the stockpiled material and various items observed came from EXCO's operation, the Department recommends removing this as it is waste material. In addition, the access road was left in place. A previous Notice of Termination inspection on 08/03/17 noted that the access road needed to be addressed prior to permit termination. The Department recommends addressing the access road, then submitting a new NOT and post-plugging well site restoration report when weather permits.
