The site ID sign and E&S plan and site perimeter were observed. The access road was installed, stabilized and the accociated BMPs functioning. The perimeter BMPs were installed at the drill pad and water impoundment. The sites were stablized. No wells have been drilled and no conductors have yet been set. The last self-inspection conducted on behalf of PGE was on 3/12/13. The site has been re-graded and temporarily stabilized. The site was determined to not meet the requirements of 25 Pa Code §102.22(a)(2) (i) Permanent Stabilization at this time. A minimum uniform 70% perennial vegetative cover, with a density capable of resisting accelerated erosion and sedimentation was not observed. A follow up inspection will be conducted at a later date to verify the site has been permanently stabilized. The Well Site Restoration Reports will not be approved until that time. No violations were cited during this inspection. |
