| I called Bob Brenneman at Mayor's office in Wooster and left a message to call me. I have tried repeatedly to contact him at the Ponderosa Consultants phone number and get same message over last 5 years  - "mailbox full". The lease has been cancelled and recorded in the Washington Co courthouse Vol 532 OR, page 2111 and Bob has only the option to plug well. Bob returned my call at 4:45 PM and left a message indicating he still owned the wells and seemed unaware that lease had been cancelled. Supervisors suggested I send out Certified copies of NOV's to all 3 addresses, including the Mayor's office.

Dehmlow regarding the requirements for clearing up these violations.  The landowner wants to keep the 2 Berea wells and this well will need to be plugged by Ponderosa - I asked a time frame be put on that plugging.  Alice called from Cambridge to say the 2 undelivered Certified letters have come back to our office with the 3rd letter being delivered.  Asked her to forward those to New Philly to go with other documents for this lease.  Will hold off on the Chief's Orders to see what the attorneys get worked out.

Plug or produce.  Post ID's.  Report annual production.  Failure to comply may result in bond forfeiture.

| Inspection this day found rabbit well with valves shut - no change from last time I looked at it.  Tank for this well has ID's ripping off - only half there  - and dike area full of fresh water - so full you can't get out to check meter.  Meter and tanks down by road have good ID's, chart in that meter still says 2003.  Gas line connections down at road have been disconnected and not possible to sell gas until fixed.  Initial NOV wrote 6/09 - records show well has not produced since 2003.  Have made many phone calls to Mr. Bob Brenneman - still no response.

| Judy Knorr, landowner, called to say Ponderosa has not plugged well or picked up oil.  She said the deadline for him to do it is 5/30/13.  I suggested she wait to see if he gets it, then contact lawyer after that date to see what he suggests.  I would like to see oil picked up as full tank that has been sitting there for several years.  She does not have 2 Berea wells in her name yet and told her the process for putting them in her name.  Ponderosa probably will not sign a Form 7 and she may have to send paperwork to Columbus showing she is the legal owner.  It will be up to Columbus then - lawyer is helping her.  She will need a $10,000 and no insurance since she is landowner.

Production valve is half open and the catcher is closed.  The tank battery consists of 1 100 barrel tank, a separator, a gas meter and a poly tank.  The gas meter does not have a current chart in it.  The poly tank has cattails growing in it.  The tank battery is filled with water.  It rained the night before my inspection.  Well has not produced anything since 2003 according to production records.  No pollution or contamination observed.

| I met today with landowner, Judy Knorr, regarding this idle well and the status of the progression  on the old Chief's Order.  I had e-mailed attorney Megan De Lisi after being referred to her by Erica Freemen of theDOGRM bonding department and have yet to get a response as to where this case falls in the enforcement issues.  Dan Goins, Supervisor for Washington County, has the Chief's Orders laying on his desk but they are not listed when the M/drive list of Orders is reviewed.  Bob Brenneman has verbly agreed to assign the 2 shallow wells to Judy and she has sent in paperwork to become bonded as a registered operator.  I can get no update on the current status or what is left to do to get this process completed and Judy is frustrated.  This well needs plugged, still is idle with a reported hole in the casing or tubing, and action needs to be taken.  Violations were wrote several years ago that led to the Chief's Orders.  Judy is asking what she can do to get this well plugged

| Called again this morning from home phone to contact Bob Brenneman at Wooster Mayor's office to discuss his NOV's and resolution.  Left a message and will wait for a reply.  Bob called late today to say he still owns lease - he did not get notice that lease cancelled and I gave him Vol, Page where he could find it at Washington Co courthouse.  A field inspection done this day for final inspections, pictures to begin Chief's Orders.  This well not producing, valves closed, and too much water inside dike area to check meter box - no outlet for gas so I know there is no chart.  Altho Bob has had 9 years to get the wells in production, with a yearly call, if not many more,  plus a discussion with Rob Stonerock, Supervisor several years ago, Bob now thinks he can have wells back in production and I verbally gave him 1-2 months.  He says 2 full tanks of oil but no load line to sell it - that will be the 1st thing he does, after contacting attorney to investigate claim that lease no longer valid.  My research shows lease not valid and he will need to plug wells.

| I received call from Bob Brennaman's attorney agreeing that lease had been cancelled, questioning what could be done to resolve issues and could they have an extension.  He said he would talk to landowner's attorney and get back with me.  I will hold off turning in C.O.'s request for a couple weeks - has been completed, having worked on it several hours today and yesterday.

There are no pollution or contamination issues at the well head. There is no identification information at the well head or at the tank battery.

| I received a voice message from Bob Brenneman at 4:45 PM this day, stating that he had got MY voice message and also received Certified paperwork from us over the weekend.  I am unsure what paperwork he is talking about because NOV was issued 6/09.  He says he has contacted legal counsel and also reports, in the voice message, that Ergon has informed him that they picked up a tank of oil for which he has not been paid, believes the landowner has stolen his oil and feels that holds the lease for another year.  Not sure where he is getting his information

1142381961 2006-03-14 Inspection this day found casing well not in production?, valve was cracked but don't believe well produces - 3 wells on this lease and probably one is supplying house gas, tank has no ID's, dike area full of fresh water so can't get to meter to see if chart, man across the road was pumping them and he says they haven't produed in year or more. Gave 1 well NOV but not all 3. Too many NOV's now.

The landowner wants to keep the 2 Berea wells and this well will need to be plugged by Ponderosa - I asked a time frame be put on that plugging. Alice called from Cambridge to say the 2 undelivered Certified letters have come back to our office with the 3rd letter being delivered. Asked her to forward those to New Philly to go with other documents for this lease. Will hold off on the Chief's Orders to see what the attorneys get worked out.

Talked with caretaker of property, Mr. Waggoner who was cutting hay - says he has been unable to make contact with the owner - has tried numerous times. This well has rabbit, closest to tanks with a full dike of fresh water, can't get in to look at meter this day, ID's still good on tanks. No production reported since 2003.

He reports landowner wants something done - will suggest landowner contact lawyer and see if lease can be cancelled. Ponderosa used to pay Frank to pump the wells, then they quit operating the lease. I tried to contact operator, get a message that mailbox is full - have tried several times previously to contact them and get no response. NOV from #7777 was issued 3/06 - I am ready to move to next step. Columbus reports they have not submitted annual production for several years, that most of their wells in Wayne Co. 12/23/09 Talked with Frank Wagoner - he says he has talked with owner, that he will buy the wells and get them going. Plug or produce. Post ID's. Report annual production. Failure to comply may result in bond forfeiture.
1368798133 2013-05-16 Judy Knorr, landowner, called to say Ponderosa has not plugged well or picked up oil. She said the deadline for him to do it is 5/30/13. I suggested she wait to see if he gets it, then contact lawyer after that date to see what he suggests. I would like to see oil picked up as full tank that has been sitting there for several years. She does not have 2 Berea wells in her name yet and told her the process for putting them in her name. Ponderosa probably will not sign a Form 7 and she may have to send paperwork to Columbus showing she is the legal owner. It will be up to Columbus then - lawyer is helping her. She will need a $10,000 and no insurance since she is landowner.

He is interesting in cooperating, he says, and seems unaware of the previously sent NOV's. I returned his call this day after getting the message, but again missed talking to him - left another message. Landowner, Judy Knorr, has cancelled the lease as of 10/9/12 and he seems also unaware of this.
1389716172 2014-01-14 Well is equipped with a concoil. Production valve is half open and the catcher is closed. The tank battery consists of 1 100 barrel tank, a separator, a gas meter and a poly tank. The gas meter does not have a current chart in it. The poly tank has cattails growing in it. The tank battery is filled with water. It rained the night before my inspection. Well has not produced anything since 2003 according to production records. No pollution or contamination observed.
1407158551 2014-07-31 I met today with landowner, Judy Knorr, regarding this idle well and the status of the progression on the old Chief's Order. I had e-mailed attorney Megan De Lisi after being referred to her by Erica Freemen of theDOGRM bonding department and have yet to get a response as to where this case falls in the enforcement issues. Dan Goins, Supervisor for Washington County, has the Chief's Orders laying on his desk but they are not listed when the M/drive list of Orders is reviewed. Bob Brenneman has verbly agreed to assign the 2 shallow wells to Judy and she has sent in paperwork to become bonded as a registered operator. I can get no update on the current status or what is left to do to get this process completed and Judy is frustrated. This well needs plugged, still is idle with a reported hole in the casing or tubing, and action needs to be taken. Violations were wrote several years ago that led to the Chief's Orders. Judy is asking what she can do to get this well plugged

Tank for this well has ID's ripping off - only half there - and dike area full of fresh water - so full you can't get out to check meter. Meter and tanks down by road have good ID's, chart in that meter still says 2003. Gas line connections down at road have been disconnected and not possible to sell gas until fixed. Initial NOV wrote 6/09 - records show well has not produced since 2003. Have made many phone calls to Mr. Bob Brenneman - still no response.
