Well had been plugged with stack and vent. Welded plate marked the plugged well. Site was built on a moderate slope. Pad itself was level. The toe of the pad was well vegetated, showing no erosional tendencies. .It was agreed upon that the best restoration would be to leave the area with its current configuration. Stone would be removed and adequate topsoil would be added. Seeding and mulching would then be required. No violations noted at this time. |

Mr. Troutman continued to voice his displeasure with the restoration and plugging of well #111-20271. He was displeased with the above ground vent pipe. A copy of the regulations was supplied explaining the reason for it. Secondly, he was unsatisfied with the regarding of the site. The toe of the slope was left due to the proximity of the plug well. Also, the stability of the current slope along with vegetative cover already in place was deemed viable for restoration. The slope of the toe was not severly steeper than the slopes that were undisturbed before construction of the pad. |
