On site for a new spud inspection. HAD Drilling Contractors was on site to drill and run the conductor pipe in the 3H, 5H, 6H, 7H, 10H and 12H wells. I met with HAD driller Jeremy Parker. The 6H, 10H and 12H were completed with 115' of 24" pipe and 175' of 20" pipe. They were rigged up on the 7H and was at a depth of 148'. The 3H and 5H haven't been started yet but Jeremy said all the wells will be at the same depth. There are four existing wells on site, the 1H, 2H, 4H and 8H that are temporarily plugged. I took a walk around the location and there were no obvious concerns noticed. There were no violations noted.

2815430 Primary Facility 2018-12-14 Drilling/Alteration No Violations Noted At time of inspection.

Met with company man Shane Brown. PD 181 is on site to drill the top hole section of the wells to the depth of the intermediate casing. There are four existing wells on site that are temporarily plugged and six new wells to be drilled. They are drilling with WBM. They were running the intermediate casing in the 6H when I arrived on site. I took a walk around the location and there were no obvious concerns noticed. There were no violations noted.

2831514 Primary Facility 2019-01-16 Incident- Response to Accident or Event No Violations Noted I arrived at the site at 9:43 in response to a report of staining discovered on the pad surface as Cabot was in the process of removing the secondary containment liner user for drilling operations. I was accompanied by Gene Rickard, DEP O&G WQS out of the Scranton District Office. The weather conditions are cloudy skies, cold, with light winds, and temperatures in the 30's. Cabot was in the process of rigging down the site. Precision Drilling Rig # 181 has recently demobilized from the site. Cabot submitting Drilling resumption After Break of 30 days or more notifications to the Department for the Empet 3H, 5H, 6H, 7H, 10H and 12H wells. The notifications were submitted on 12/4/18, 12/13/18, 12/14/18, and 12/15/18. The 1H, 2H, 4H, and 8H are the existing wells on the pad, but are currently shut in. The production equipment for these wells has been moved to the tank pad section of the site. We met with Eric Peterson, Drilling Environmental Health and Safety Consultant of Cabot Oil and Gas. Cabot was in
2847245 Primary Facility 2019-02-26 Routine/Complete Inspection No Violations Noted Today's inspection was conducted as a routine inspection. Overall the site appears to have good stabilization. No E&S issues identified. No violations noted.
