The wellhead was equipped with a shackle line run pump jack but has since been removed and set aside. The well consists of 6.25 casing open hole. The well had burped up some oil and paraffin, estimated at 0.5-1 gallon on the ground with a little on the surrounding vegetation. The tank battery consists of two 100 BBL production tanks and a horizontal 100 BBL production tank. No identification was posted. Well not capable of production. I called Shawn Watson at 11:53AM and told him about the mess and that he needed to clean it up. He said he would be out in the afternoon to clean it up. |

1498044486 | 2017-05-03 | Production Wells | Violations Noted | The purpose of my inspection was to conduct a status check on well #2--DOGRM. The well was equipped with a straight line pump jack. No shackle lines to operate the well were present. No audible or visual leaks were identified. I confirmed the location of the tank battery with Owner Shawn Watson. The tank battery consisted of three (3) stock tanks. Per a telephone conversation with Mr. Watson, two vertical tanks were utilized for crude oil storage and a horizontal tank was utilized for water. He also stated that the tanks were empty of fluid except for possibly some residual water on bottom. The tanks remained in good repair. I did not observe any holes or leaks. Load out valves were closed and plugged. Hatch lids were closed. During my conversation with Mr. Watson I communicated to him the lack of identification at the well and tank battery. Correct and legible identification shall be posted at the well head and tank battery within 14 days in accordance with 1501:9-9-05 (A)(10). The well was incapable of production. Under 1509.62 (A)(1) the owner of a well that has no reported production for two consecutive reporting periods as reported in accordance with section 1509.11 of the Revised Code shall plug the well in accordance with section 1509.12. Shawn Watson shall submit a written plugging schedule to Inspector Ken Frye at the Ohio Department of Natural Resources, Division of Oil and Gas Resources Management, 3575 Forest Lake Drive, Suite 150, Uniontown, OH 44685, within 30 days, per OAC 1501:9-11-05(B), and plug the well within 180 days. Shawn Watson will be notified if the plugging schedule is approved or denied. |
