The soil of the tank battery floor is stained with crude oil, which must be removed and disposed of properly. There is a seep in the north west corner of the tank battery, where the sales line comes out of it. There is approximately one quart of free oil below the seep. There is water accumulating at the seep that has bacterial iron in it, causing red discoloring. I tested this water for chlorides and they were below drinking water standards. Oil soaked debris remains below the tank battery from a previous release from the tank battery. The well owner was instructed to clean up this debris and dispose of it properly. The valve at the south end of the load line has separated but the load line does have a second valve at the tank. The well owner has a thread protector screwed onto the south end of the load line but has been instructed to replace the valve. This valve needs to be located inside of the dike. The well owner was notified, by phone, during inspection of the needed clean up and repairs. |

These conditions which were extant on 03/30/2012 have not been addressed as of 11/06/2012. In addition, I noted that the ID sign for the unit is not readable. On 11/07/2012, I contacted the owners representative Tim Levengood of Industry Standard Supplies. He indicated that they were not aware that this issue had been established as a Compliance Notice, and had reportedly attempted to contact someone within the ODNR Oil and Gas Division to get clarification. We agreed to meet at the site on 11/14/2012 to review the compliance issues. |
