When I arrived I found that Rob had excavated down to 5 feet and removed any oily soil. He never did find the line, but decided to stop digging because of the depth. The landowner was also present and he agreed to allow Brilex to run a plastic liner in the steel flow line, from the separator to the tanks. Rob treated the hole with fertilizer and filled it back in. He also stirred up the soil and gravel in the dike to allow some air exposure. Rob said that he did not want to treat the soil in the dike with lime and fertilizer because he did not want the vegetative growth. I requested that he use a biological hydrocarbon neutralizer, such as BioSorb to treat the soil. He agreed to my request. He also agreed to keep me notified throughout their clean up and repair process. |

I found that there was a pin hole in the bottom of the steel line before the elbow to the riser into the top of the tank. Frank Riggle showed up while I was walking around the dike. He put absorbent pads down around the pin hole and claimed that he would be out tomorrow to cut that section of the line out and replace it. Frank maintained that the well was shut in and the fresh water was coming in the line at the hole uphill from the well. I tested the water with a low range Quantab and it showed 87 parts per million chlorides. I instructed Frank to get the line fixed and to treat the soil in the dike. I also requested that he contact me when they dug the line up on the hill. Frank said that they have been in touch with the landowner in regards to digging up the line, repairing it and remediating the soil. |

1519669356 | 2018-02-26 | Production Wells | No Violations | I was contacted by Rob Hunter on Monday morning to notify me that one of their tanks overflowed on Sunday and got some oil in the dike. He claimed that he didnt know we worked on Sundays and thats why he didnt call me when he was notified by the landowner. I met Rob at the site and found that the gravel and soil in the dike was covered with an oily residue, but there was no standing oil. Rob had some absorbent pads down in one corner of the dike. I did not find any signs that any oil had gotten outside of containment. Rob claimed that he was just out to check the tank on Wednesday and there was only three feet of fluid. He said that when they got there on Sunday there was a trickle of oil down the side of the tank. The tank is gravity fed from the separator which is located uphill approximately 1000 feet northwest of the tanks. Rob said that when they opened the valve on the bottom of the tank they found that it was fresh water inside. He speculated that there was a hole in his line somewhere between the separator and the tanks, and it was acting as a field tile, allowing fresh water in from recent heavy rainfall. He said that they did not find the leak, but he was going to pressure up the line and use a gas sniffer to find it. I asked Rob to walk up to the separator again with me. I found a two foot diameter oil spot half way up the hill, approximately 500 feet from the tanks. Rob said that he estimated 25 gallons of oil in the dike and they had used the fresh water to flush the oil into one corner of the dike to be vacuumed out with a water truck. His plan is to dig up and repair the line, remediate the oily soil around the leak site and to remediate the soil in the dike. I informed Rob of his responsibility to notify me of a leak or spill regardless of the time or day. I also requested that he keep me informed throughout their clean-up and line repair process. |
