He claimed that the Township mower knocked the valve off the bottom of his 100 barrel tank allowing four barrels of oil to leak into the dike. He wanted direction for how to proceed with the clean up. Most of the oil had already been removed with a vacuum truck. The remaining oil had been covered with saw dust. No oil had escaped the dike. I instructed him to remove the contaminated soil and he could either have it hauled away, or he could mix it with lime and fertilizer and spread it out on his property to land farm it. While on site I questioned him about the active compliance notice for failure to report annual production. He claimed that the well is used solely for domestic use and it was registered as an exempt domestic well. I informed him that the well was listed as a producing well and explained the steps that he would need to take in order to get the well registered as exempt domestic. I sent an email to Kathy Smith at central office requesting that she send Mr. Barthel a domestic ownership packet. |
