The tank battery consisted of two 100 barrel tanks, one separator and an earthen dike. Identification was posted. The tank battery is shared with permit 6548. I found a 30 x 4 swath of crude oil that had been sprayed from a valve on the Concoil into the brush an onto the ground along the lease road. I called Mark Fluharty who claimed that new pumper caused the mess. He said that he would be out to remove the contamination within two or three days, and he would notify me when it was cleaned up. |

I was joined by SE Regional Supervisor Brent Bear and NE Regional Emergency Operations Manager Terry Whitehair. On the day of our inspection we found that the well was being produced with a casing plunger system. There was no identification posted at the wellhead. The well was leaking oil from the change-over nipple below the ball valve. There was also oil on the ground from a leak where 3/8 tubing connected to the control panel. There was a recent oil spill at this well and the complainant claimed that the contaminated soil and vegetation had been buried on site. I spot checked the freshly graded soil in five locations sound the impacted area and found one spot where there was a minimal amount of oil soaked leaves and roots buried 6 to 8 below grade. The tank battery consisted of two 100 barrel steel tanks and one horizontal separator. An earthen containment dike was in place around the production equipment. The tank battery is shared with permit 6548. Identification was posted at the tanks. There was an area of oil/brine impacted soil mixed with sawdust under the load valves on one of the 100 barrel tanks. There was also a pile of oily sludge lying on the outside of the dike wall. The issues needing addressed at this well to bring it into compliance include: posting identification at the wellhead, correcting the leaks at the wellhead, removing and properly disposing of the impacted soil inside of the dike, removing and disposing of the oily sludge pile outside the dike, bio-remediate the impacted soils at the wellhead and establish vegetative cover. |
