0002728426 | 2016-05-12 | Production Wells | Violations Noted | On the day of my inspection I was accompanied by Southeast Region District Supervisor Mike Moreland. While inspecting the storage tank we noticed a bare area in the agricultural field just below the dike. The area was muddy and heavily tracked by deer. There was a small amount of water lying in the dike around the back of the 100 barrel tank, but there were no indications that the dike had filled with water to the point that it had run over the side. There was a two to three inch wide linear depression in the grass on the outside of the dike wall that ran from the top of the wall down to the edge of the field. There were also multiple wet areas along the border of the field and a six inch wide erosion ditch that ran from the wet areas downslope to the center of the field. I conducted field tests for the presence of chlorides with low range Quantab test strips. The lying water in the wet areas and throughout the erosion ditch all tested at 38 parts per million (ppm) for chlorides. The water in the dike tested at 144 ppm. The water in the muddy, deer-tracked bare spot tested at a 9 on the test strip, which exceeded the low range scale and indicated that the chloride level was greater than 644 ppm. I called Emergency Operations Coordinator Josh Schiering to report the contamination. He met us at the site to collect photos and begin his investigation. Josh conducted a field test on the water in the bare spot with a high range Quantab test strip. The water tested at 1300 ppm for chlorides. All brine impacted soil must be excavated from the site and hauled to an approved landfill, and a copy of the manifest must be provided. |

I found no fluid leaks at the tank, separator or wellhead. I found a meter run with a chart at the entrance to the tank battery. The chart was dated 3/17/16 and it was labeled Jones 1 & 2. The chart showed production. No production has ever been reported for this well. I called David Bonar and met with his pumper Jerry Addy, who both openly admitted to producing this well. I told Jerry that the well had to be shut in until the ownership was straightened out. |
