I met with Jr. Barerhuff ( Beck Energy ) to discuss remediation plans. Lilly Landscaping Inc. was on location to begin excavation and removal of the contaminated material. The ground where the Peat-Sorb was placed, was removed in an area approximately 100 ( L ) X 20 ( W ) X 1.5 ( D ) . The depth was determined to be sufficent once the Hiram Glacial Clay Till ( Glenville - Fitchville soil series ) was encountered and free of contamination. Contaminated soil was hauled to Mr. Becks farm to be land farmed and remediated. New soil was brought in to replace the removed material. A lateral ditch was dug perpendicular to this excavation to prevent further migration out of the confines of the tank battery. Since the earthen dike appeared to be of sufficent size to contain said breach and investigation was started to determine the source of oil outside the diked area. A 3dike drain was found in the dike , but it was plugged with a flat plug on the outside of the dike. It appears that the oil followed the path of the 3 pipe and breached the dike. It was determined that the tank battery would have to be disassembled and moved while the complete tank battery base material would be removed. All remediation operations were shut down overnight. |

After an overnight rain I observed that the oil plume had migrated into the gravel driveway servicing the tank battery. It was determined that complete removal and replacement of the contaminated material was warranted. The contractors ( Lilly Landscaping ) excavated an area 120 (L) X 15 (W) X 1.5 (D), which was previously graveled and used as access to the tank battery. All oil contamination appeared to be within the confines of the roadway. Work continued on the breakdown of the production equipment in the tank battery. Northeast Oilfield Services was on location to remove any pooled oil found in any retention ditches and sumps. The amount of oil migration, in the ground, appears to be diminishing in volume. I requested from Ray Beck the opening and closing tank gauges for the stock tanks. This was done to possibly determine the amount of the release. Correction measures shall start immediately ( 9/12/2014 ) including, dismantling the tank battery, excavation of all the contaminated soil and replacement of soil and gravel. Tank battery shall be placed on a pit liner, during excavation, as to prevent cross-contamination. Once all excavations indicates no further contamination Operator shall reconstruct the tank battery. |

Upon my arrival I noticed a triangular scattering of Peat-Sorb starting at the tank battery and traveling south for approximately 70. A petroleum odor was evident in the air. The tank battery was comprised of two 100 bbl Storage tanks, 30 bbl poly Brine storage tank, a 2408 horizontal separator and an orifice and a rotary gas measurement meters. An EOG pass key was used to gain access. Inside the tank battery the additional Peat-sorb was spread around the bases of the 100 bbl tanks. Upon examination of the orifice meter chart I saw where the well had a malfunction on 9/4/2014 and was in the on mode until shut-in by the well tender on 9/8/2014. It is apparent that with the well in the on mode the storage tanks were filled to their capacity and overflowed out the inspection hatch. Both Storage tanks had been wiped down of the oil on the outside. The base material for the tank battery is .25 to .50 sized pea gravel. I dug a hole into the gravel and found free oil 3 into the gravel bed. With out any Beck Energy representatives on location it was impossible to determine how much oil was released. I called Jr. Barerhuff to insure the well was shut-in and stable. I informed him I would meet him on the location @ 0730 hrs the next day. In order to satisfy this Compliance Notice, Beck Energy shall start remediation on 9/10/2014 and continue until all contaiminated soil and material is removed and replaced. The tank battery shall be dismantled and placed on a pit liner until approval to reconstruct is granted by the DOGMR Inspector. |
