On 5/1/09 inspectors Tom Benko and Sam Faust responded to an oil spill into a ditch in Wood county, Middleton township, section 26. Oil discharged from a field tile into a ditch along State Route 582. The well, located in a farm field, was found cut off several feet below the ground. An oil stain on the surface of the ground helped locate the well. An open 4 1/2 inch casing was noted cemented inside a 9 inch casing. A 4 inch diameter PVC pipe approximately 8 feet long was cemented inside the open casing to contain the discharge from the well. Oil booms were located in the ditch at the time of the inspection on 5/4/09. There was a slight oil sheen on the water discharging from the tile into the ditch. Spoke to USEPA inspector Brian Kelly by phone. Federal funds from US Coast Guard will be sought to pay for plugging well since drainage from ditch flows to navigable waters. |

A 12 inch steel pipe approximately 6 feet long has been driven into the ground around the well. When operator moved on to site 11/23/09, oil had overflowed from the PVC riser pipe extending from the well casing. Some oil was pooled on the ground around the well. Check of ditch during inspection found no oil discharge into the ditch. The contaminated soil was segregated and covered with plastic. The 12 inch pipe was cemented around the 8 inch conductor pipe on the well for wellhead control, however oil began leaking outside of the 12 vinch pipe. Decision was made to run 40 feet of 4 inch steel pipe with packer at bottom, inside of the 5 5/8 inch surface casing. There is an obstruction in the well approximately 40 feet deep. Check of well logs shows depth to bedrock 30-40 feet in the area. |
