1184051145 | 2016-03-02 | Production Wells | Violations Noted | On the day of my inspection following up on Complaint ID 5266, the production equipment included a 100bbl tank, a horizontal separator, a drip, domestic gas service, a 2 inch sales meter with a .25 inch orifice and a chart recorder with no chart present and all equipment was within an earthen dike. I found no signs of an oil leak in the dike area. The well was equipped with 8.625 inch casing, 4.5 inch casing, 2.375 inch tubing, rods and a Husky pumping unit powered by electricity and the motor disconnected with valves closed on the casing and open on the tubing. I found no signs of an oil leak near the wellhead. I placed a call to the complainant stating my findings. The complainant met me and then to stated that the oil leak was down the road. Arriving at the Ringer Compressor station 40.112675 -81.686067, I witnessed a vertical separator, a 13.5bbl steel horizontal tank, a 2 inch sales meter with .375 inch orifice, a chart recorder, a drip and 350 gallon poly tote. The perimeter of the 13.5bbl tank was contaminated with oil and an 18 inch by 20 feet area of contamination leading south from the tank into the ditch line of Twin Sisters Road. Traces of oil were found in the ditch line but due to darkness it could not be determined the extent of contamination. I placed call to Northwood Energy and I stated my findings. Northwood dispatched Corp Oilfield Services to the site where they placed absorbent booms on the hill and absorbent pads in the ditch line. Corp Oilfield Services will be on site tomorrow to remove tank and contamination. Owner/operator shall remove contamination, tank, and complete remediation and properly dispose of contaminated soil and provide disposal manifest to ODNR. |

Corp Oilfield Services then removed 7 feet by 20 feet of soil 12 inches deep from the compressor station pad to the ditch line and placed within a second dump truck for disposal. Corp Oilfield Services built an earthen dike 10 feet by 10 feet with a 2 foot berm and placed a 37bbl new polymer tank within. Corp Oilfield Services placed an absorbent boom at the end of the ditch line along with absorbent pads in the ditch to collect any residual contamination. The tank was then plumbed from the separator completing the clean-up and repairs. |
