They were currently building the road and pad down to the wellhead which is sitting in lecheate that is emerging from beneath the old landfill. Bricks and concrete block from an old school building were being spread and compacted on the road and the pad. Plugging operations will commence when a sufficient pad has been constructed. No violations. |

The cement from the top hole plug had dropped and was tagged 20 downhole. The hole was full of water and there was no sign of gas or bubbling in the casing. Russel Miller grouted the hole to surface with cement mix. I took a GPS reading of the casing and an ID plate was placed over the surface casing. This well has been properly plugged and abandoned. No violations. |

Russel Miller (Vanguard), Summit Well Services, and Universal Well Services were on location for the job. Russel had blown the well down to 80psi and they were going to pump 10+lb/gal salt water down the hole prior to pumping cement. Universal rigged up, began pumping salt water ahead and the well went on vaccum. They then mixed and pumped 9 barrels of 14.3lb Poz mix and displaced the cement with 59 barrels of water at which point the well pressured up to 1000psi and the well was shut-in. Displacement was 4 barrels short of what was planned for the job, but the 500 plug inside the 4.5 casing will effectively isolate the Clinton Sandstone. The wellhead will remain shut-in through the weekend. No violations. |

This well has been encroached by the old Portage Landfill behind Sober Sand and Gravel and the equipment is sitting in a soupy area of mud and lechate. The lechate has rotted the old surface equipment which will have to be pulled from the sludge. Russel is going to build access to the wellhead when the weather breaks in the next several weeks and we will evaluate whether an earthen pit or steel tank will be required for the plugging of this well. No violations. |

I met Russel Miller (Vanguard) so we could expose the wellhead. The area around the well is still visibly bubbling and Russel uncovered the well. Water placed on top of the cement showed minor gas channeling in the cement. They will likely need to install a vent cap over the well before the area is backfilled with clay. I told Russel I would like a second opinion on moving forward and would let him know what I come up with tomorrow. No violations. |

OEPAs involvement is due to the well location inside an abandoned landfill. The cover over the landfill has been pushed to with a few feet of both the wellhead and the stock tank. Both the wellhead and the stock tank are in poor condition. Wellhead pressure is unknown and may be a concern. Access to the well can be made with a dozer/trackhoe. There is also an unknown odiferous material leaching out of the landfill that is preventing vegetation from establishing and may have contributed to the equipment deterioration. This material will need to be factored into any plugging operation. |
1371217788 | 2013-05-15 | Plug / Plug Back | No Violations | I was on location with inspector John Fleming to witness the final plugging operations on this well. The Clinton plug was set on 05/09/13 and the well was shut-in. The valve was opened this morning and the well was dead. Vanguard, Summit Well Services, Appalachian Well Surveys, and Universal Well Services were on location to perform the plugging operations. Appalachian ran into the hole and tagged the top of the bottom plug at 3612, ran a cement bond log. The top of the cement in the annulus was found at 2924 and free pipe was located at 2576 and shot off by Appalachian. One joint was pulled out of the hole and Universal rigged up to set the Big Lime plug. Summit pulled 57 joints of casing and Universal set a 200 plug at the bottom of the surface casing. Summit pulled 14 morre joints and Universal set the top hole plug and circulated the cement to surface. The final 6 joints were pulled from the hole and the hole was topped off. A total of 77 joints of 11.6 lb/ft casing was recovered during the job. Universal and Summit rigged down and I will return tomorrow to inspect the top of the cement. No violations. |

1494062584 | 2013-07-19 | Plug / Plug Back | No Violations | I was on location with Deputy Chief, Bob Worstall, Jerry Weber (OEPA), and Vanguard to inspect the possible leaking of this plugged well. Vanguard exposed the wellhead on 7/17/13 and this morning the hole was full off lecheate. There was some very minor bubbling emanating from the cement at the top of the wellhead. There was also minor bubling emerging from the valve on the surface casing. The well area is due to be capped by clay fill as part of reclaiming the leaking landfill that has encroached on the wellhead. It was decided that the wellhead would need to come off and a joint of 7 casing would be threaded onto the surface casing below the wellhead to allow monitoring and access if a drill out is required. Vanguard attempted to remove the wellhead with a large chain wrench but was unsuccessfull. They will need different equipment. Vanguard called me at 5:00pm and told me they had removed the wellhead and were installing the joint of casing. I notified the landfill contractors of our plans and asked them to notify me when the cap was in place so the casing could be cut to grade and fitted with the ID plate. No violations. |
1559420454 | 2013-06-28 | Administrative Inspection | No Violations | I received a call this morning from Harry Smail (OEPA) about this recently plugged oil and gas well. The well is located at the edge of the old Portage Landfill and contractors are preparing to cap this area where lecheate is seeping out from under the cap. Harry noticed some bubbling in the vicinity of where the well was at and was concerned it might be leaking. I told him I would look into it this afternoon. I arrived on location, started my gas detector, and attached the bulb and hose. I began walking down the lease road and scanning for methane. The meter registered 10 halfway down the road and discipated. I approached the area of the well and found 4 areas of visible bubbling. An area where the wellhead is likely buried was bubbling but I was unable to sample this zone due to the lecheate and distance required to reach it. There were 3 more areas about 6-8 feet to the west at the base of the road that showed signs of gassing. I sampled one of the areas and obtained a reading of 0.85 for methane levels and a 16 on the LEL. This caused the alarm to trigger on the meter. I was unable to determine if the methane was being emitted by the landfill or if the well was actually leaking. I will call Russel Miller to see when he can come out and uncover the casing on the well. No violations. |
