The valves on the tubing were closed, the valves on the production casing were open. The tank battery consists of two 100 bbl steel tanks one of which was about 1/3 full of fluids and the other was completely corroded through. There were two areas of contaminated ground near the tanks, one of which was 20 x 20 feet and the other was 5 x 5 feet. The tank battery was not equipped with a dike. Well shall be properly equipped with an identification tag. All contaminated soils shall be removed and disposed of properly. Affected areas shall be seeded and mulched and steps shall be taken to encourage vegetative cover. Tank battery shall be properly diked in order to meet SPCC requirements and contain any spills. 9-1-07
