-1115148434 | 2012-02-01 | My inspection this day found the well with pumping unit Valve on tubing is open to the sales line. Identification (ID's) is not complete - now has permit number but no other information other than Carl's office number - no emergency number. They have not been pumping well and have said it needs a packer to seal off water. Tank has no ID's and there is still a bare brine scald about 6 x 6' just below the base of the dike - deer have been feeding here. The remainder of the reclaimed brine kill area now has grass growing. Deep 6" ruts are still in the lease road, the electric line still hanging at head/neck level over much of the lease, the electric pole at this well about to break off. Carl reports 14 bbl oil for 2010 annual production, below what we consider commercial production. I cannot resolve NOV. The free gas to the landowner is shut off at the meter.
-1198165648 | 2010-05-24 | Inspection this day found dozer has been in and smoothed over/removed dead vegetation from hillside where brine kill was. Grass seed has been sown. Breach in pit has been filled in, pit still full of brine. Well not pumping this day. Did not remediate the kill areas along the lease road below the hillside and nothing done with the ditch leading to the creek that has obvious dead vegetation along it's sides, down to the creek. Brine still laying in the ruts of lease road but no longer running down into creek. Quantab sampled brine in rut tested off the scale on High Quantab. Informed Supervisor Stonerock - did not feel we needed water sample of ruts, took pictures. Electric lines hanging low and on the ground has not been corrected. Good ID's with permit no. now at jack. Found no evidence to say this well hooked up directly to landowner for gas - will wait for them to demonstrate - talked to landowner and he believed no changes had been made.
-1247630466 | 2010-10-15 | Clark Harris called today to say he has been to attorney and attorney feels lease is not valid. Clark will ask Heinrich to plug wells.
-1495581314 | 2010-07-07 | Inspection this day found brine kill area has not grown back yet, only 10-15% of area has grass growing. Found well sitting idle, valves are open but landowner having to buy gas. Says he may be getting very small amount from well but also has to use Dominion. Lease road and ruts in road have not grown back, not ready to resolve NOV. Mr. Harris has hired attorney but can't see him until August.
-1873811841 | 2011-01-05 | Talked to Carl and Christy this day - they said well tied up at lawyers, that Mr. Harris wanted the wells but doesn't want to get bonded so waiting to see what happens. Will plug if they have to. Mr. Harris has talked to me about wells in the last 2 weeks - he said doesn't feel wells are worth having, may take 3rd well that Carl is not claiming and use it for gas. Said he just wants Carl off his property.
1274285084 | 2010-05-14 | Landowner, Clark Harris called late in day to say Carl was dumping brine. Scheduled meeting for 5/14 and Mr. Harris accompanied me to brine kill area. Tank is sitting on hill, overflowing into pit 20 x 50', then running over the brim and downhill about 125' and into lease road. Clark says have been pumping well for about 2-3 months, start it up early in morning and shut down last thing in day, so pumping quite a bit of fluid. Water tested over the limits on High Quantab, has killed considerable vegetation in that time period but very salty. Kill area only about 10' wide at top of hill where it comes over edge of pit, has eroded deeply in that 1st 10' to 20' downhill. Widens out at base to about 50' wide. Brine runs down ruts of lease road several hundred feet and into creek. Mr. Harris also complained of electric lines on ground. Says he is getting gas off the main sales line. This is Exempt Mississippian except for the vegetation kill. Will give NOV. Well needs added to his bond, good ID's at well say belongs to Heinrich Ent., he plugged adjacent well last year and well should have been added. Pictures, soil and water samples taken. 5/10 - Water samples show 38,800 ppm chlorides, soil samples show 14,700 mg/kg..
1275916355 | 2010-06-04 | Inspection this day found dozer had been back on brine kill location again, hillside where brine had run down has been reworked, no new grass seed down yet and most of the old looks to be covered up with new dozer work. Well now has valve shut, is not tied into sales line, is not being produced. Ruts in lease road, area going down to creek from brine kill still have not been reclaimed, consist of area about 150' x 6-10' wide, water in ruts still contains strong brine. Water analyses back from lab show 38,800 mg/L chlorides, sodium 19,800 mg/L, TDS 63,000 mg/L, sampled on 5/14/10.
1294086249 | 2011-01-03 | Talked to Clark Harris, landowner, again and he says Carl is willing to give him the 2 wells on Carl's bond but wants to keep "the deep rights". Clark is thinking he is not interested in having the wells, just wants Carl off his land. Clark's father who just dies recently, said the 3rd well which Carl was refusing to claim was the best well and would be the one to adopt. Will inform lawyer of his wishes, was wondering if he could have "orphan" well if he decided and I said he could, with the proper paperwork.
1299070878 | 2011-02-28 | Inspection this day found brine kill area has ground back and is green this day. 80% of area has good coverage and anticipate when warms up, rest will also have growth. Landowner had hired attorney to break lease, wants remaining 2 wells plugged but Carl is claiming lease is still valid - landowner has not received royalties in over 5 years but was receiving gas off sales line. Christy, ion an e-mail, has proved annual production for last 5 years, all of which they claim went to landowner's free gas option. Have asked her to submit it to Columbus. Last interpretation of new law was that house gas could not be figured in to minimum requirement for "commercial production". Carl says when weather dries out, will go in and place packer in this well (but water coming from well was strong brine - zone of production?) and get it back in operation. If it makes brine, it will have to be hauled - Christy says both wells going into meter for house gas - will have to decide if that makes this well Exempt Miss and if water can be put on ground. Landowner may opt to not take "free gas" and then water will HAVE to be hauled.
1323309318 | 2009-04-15 | Inspection this day found well producing with jack, polish rod not shiny, pulleys rusty, capable but not being pumped, valves open, good ID's at well, no dike. Landowner says he has not been paid in 18? Months. MIKE - add to bond, Carl says owns all wells on lease, total of 4.
1798279035 | 2010-09-23 | Inspection this day found still no grass, other vegetation growing on kill site. Anonoumous report says they have seeded, mulched, limed area 3 times since May. Will discuss with Supervisor options - may have to remove the contaminated soil and bring in fresh.
1838592619 | 2010-08-02 | Inspection this day found no new grass growing on "reclaimed", brine kill area, also nothing growing below kill area along lease road where brine water was run down into the creek. Still very clear path of dead/no vegetation anywhere water was. Will e-mail Christy informing her of such and suggesting they put down more lime, re-seed hillside. Was originally seeded 5/10 - should have growth by now.
398936301 | 2010-05-14 | Clean up brine kill area, per ODNR specification. Brine water going into creek and killing vegetation. Stop dumping brine and use a tank for water storage. Add well to your bond and turn in annual production. | 9-1-07
