-1350180308 2006-10-17 An attempt to conduct a site visit on 10/17/2006 with Mr. Doug Kitchen was not successful. The surface landowner, Mr. Brian Toppling, pulled a gun on Mr. Kitchen for entering his property without his permission. This incident was not witnessed however, a conversation was held with Mr. Toppling which confirmed Mr. Kitchen's statement.
-1592411977 2006-11-29 On 11/29/2006, a site visit was conducted at this location to discuss the issue with the oil gas well production and related gas line (needs buried and section must be repaired). The surface landowners, Mr and Mrs Brian Toppling, stated that they are not happy with the timeline it has taken to resolve these issues. For the record, Mr and Mrs Toppling do not own the mineral rights. Mr and Mrs Toppling stated that Mr. Kitchen should not have been given an extension to resolve this NOV. During a telephone conversation held shortly after the site visit, Mrs Toppling stated that the ODNR is overlooking violations and threatened to contact the local newspaper or the Ohio EPA to resolve this matter. The Topplings were informed that Mr. Kitchen has been working to resolve several other NOV's around Hocking and Vinton County. They were informed that the violations are not being overlooked however, we will need to have patience and eventually positive results will be obtained. Additionally, Mr. Kitchen has been working towards resolving production issues with the other 6 Nutter wells. Mr. Kitchen was informed that he has 14 days to resolve the NOV before its handed over to management. Mr. Kitchen will be setting up a meeting for 12/2/2006 between his lawyer, the mineral rights owner and the Topplings (surface land owners). Mr. Kitchen felt this meeting was necessary before beginning work on Mr and Mrs Topplings property, due to the 10/17/2006 incident, in which, Mr Toppling pulled a gun on Mr Kitchen for entering onto his property without notification.

1156179292 2006-08-09 A complaint was received on 8/1/2006 alleging that a well has been idle for several years. On 8/1/2006, an attempt to contact the complainant was unsuccessful therefore, a telephone message was left. On 8/9/2006, a inspection was conducted at the Parley Nutter #2. During the inspection, it was noted that the well appeared to be idle. Also noted was that a gas line from this well has been cracked and needs replaced. The owner, Mr. Doug Kitchen, was informed that the well must either be plugged or production should begin immediately. NONE
