My investigation found the plunger lift unit shut in on both the flow line and domestic line sides. The 2" unions to the flow lines and the 1" union to the domestic line were disconnected. The tank battery was partially overgrown with weeds, there were no identification signs, and the hatches on the 100 barrel oil tank and 50 barrel brine tank were open. There were weeds surrounding the separator and brine tank. I took photos of the production equipment. I researched our database and found ODNR Inspectors Jerry Kohl and Patrick Jonnie wrote 6 inspection reports indicating the well needed plugged in 2005 and 2006. I called Bill Templeton at 330-240-5573 and told him I was issuing two compliance notice violations; one for no identification signs (Ohio Revised Code 1501:9-9-05(E)(1)) and for nonproduction since 2007 (Ohio Administrative Code 1509.062(A)(1)) . I gave him one month (12/14/2012) to get the proper identification posted and remove the overgrown weeds. Bill informed me that he was planning to take East Ohio Gas to court for removing the meter run at the tank battery. Also, Bill said he wants to swab the well once the weather either freezes or by next summer, install new flow lines from the well to the tank battery, and put the well back into production. I have given Dustin Energy Inc. to 1/31/2013 to begin work to produce the well or file for a plugging permit. | 9-05E1 | |||
