The Erosion and Sediment Pollution Control Program Manual, pg. 30 states "Rock filters are not required where roadway surface is stabilized, ditches are provided with protective liners, and cut banks are stabilized."
The attached pictures show that none of the banks along the access road have been stabilized. At a minimum, the banks should be stabilized (i.e. seeded and mulched) to help prevent erosion of the ditches themselves and excess sedimentation. In addition to the road banks needing stabilized by seeding and mulching, the entire site (banks and fill) needs to be stabilized. The picture showing the staining on the pit sidewalls, shows that at one time there was less than the required 2 feet of freeboard, as required by the regulations. The photo shows there is now the 2' of freeboard, but this 2' of freeboard should always be maintained, at all times. |
