2352840 | 2015-03-12 | Viol(s) Noted & Immediately Corrected | Inspection was a follow-up to a spill/discharge notification sent to the Department by the operator outlining a release of approximately 15 barrels (630 gallons) of produced fluids. During flooding of Redstone Creek near its confluence with the Monogahela River the brine tank located onsite had been upended and some of the production fluids contained within the tank may have been discharged to the flooded waters of Redstone Creek. At the time of WQS Higgins inspection flood waters had begun to recede and (as per the operator) empty tank was upright within a dike with standing water. There was no evidence observed onsite of a discharge at the time of the inspection. WQS Higgins spoke with Mr. Elkin and once the flood waters reced the tank will be uprighted and inspected for soundness. Atlas is also undertaking a review of all tanks of this nature and how to prevent them from being upended and becoming a potential threat for a relase for future flood events. |
