They had some equipment on site still grading the slopes and the edge of the pad. The BMP's were in place and appeared to be in good condition. The access road is in over-all good condition but does have a few bad spots which should be addressed in the case that emergency equipment needs to drive to the site. The site is in over-all good condition and the Operator plans to begin drilling immediately. Please continue to inform the Department when construction is just about complete so the pre-Op inspections can be completed.

2155279 2013-03-28 No Violations Noted On March 28, 2013 I stopped at EQTï¾’s Patterson Creek site for a routine inspection; I met with Jeff Kerr.

EQT was just finishing spudding the last of the wells on-site but none had yet been fracked.

There are good signs at the entrance to the access road with the street address, coordinates and 24-hour emergency numbers. I found an E&S plan in the mailbox as well as a PPC plan.

The E&S controls were generally in good shape although there was a little winter damage that needed tending. Additionally there are a few minor changes that need to be added to the E&S plan.

The fluid freeboard level in the impoundment was well below 2 feet and I saw no obvious leaks or tears.

I noted that there were no hazard placards on the production tanks, but the site is not yet in production and the tanks were just installed about the middle of March.

I found no violations.
