1055657511 2013-04-18 Landowner called again this morning stating Ryan Carver came out that evening and drained the brine tank again. He and his wife also stated that Ryan was upset that they reported him to the state for draining brine down the hill. Pat Shreve accompanied me to the complaint and we talked again with the landowner and his wife. Since he owns the equipment, he will remove the old brine tank, dig upand haul out the contaminated area, and seed and mulch in order to restore vegetative growth. He will also build up the dike.
1139008870 2006-02-01 Request from Central Office(Sherry Young) field inspection revealed that well is in production and is being produced by Circleville Oil Gas(akaBob Wray) well is equipped with pump jack,separator and 210 bbl storage tank in need of dike construction when SPCC rules go into effect.
1367323099 2013-04-29 Bill Reiser, with Carver Well Services/C & G Oil and Gas, called me and stated that they have never stolen anything or dumped any brine over the hill. He stated Jim Tucker has told several of them that he dumps brine down the hill to attract deer for hunting. He said Ryan Carver has never called Jim Tucker and that he was always the one who called to ask Jim to unlock the gate. He also stated that he went out to the wells last Saturday to retrieve the timers off of the electric boxes and at the last well Jim and several other men came up to the location. He said Jim proceeded to yell and intimidate him at close proximity while the other two men stood around him. Jim told him he was never going to get on the property again and that he was not going to get his equipment. He felt threatened and left the area.
1367411198 2013-05-01 Pat Tucker stated that her husband, Jim, was alone up at the wellsite with Bill (C&G) when two of Jim's friends from Vermont stopped by the location. She made a point to say that Jim did not go up to wellsite with two others to intimidate Bill. Pat stated that Jim had removed the tank and was in the process of cleaning up location and rebuilding the dike. They are in the process of breaking the lease
-1367705162 2013-05-15 Upon inspection, I found that Jim Tucker had removed the old tank and covered brine scald area with fertilizer and straw. He had also repaired the dike. The old tank is still on location and the identification is still listed as C & G Oil. The Tuckers are in the process of breaking the lease, however the well is still listed under NORAMCO. Pat Tucker has stated that once they break lease they are going to find another operator, possibly Knox Energy, and hopefully resolve the ownership issue.
1367928748 2013-05-07 Jim Tucker called this morning and stated he had finished the cleanup of the brine scald area. Removed the old steel tank, and repaired the dike.
-1381873226 2012-02-03 My inspection this day due to report that wells are now producing - this day I found the well with pumping unit (pumping this day) and a 210 bbl tank with good identification, the meter found at separator inside the tank battery which has a dike that does not meet SPCC requirements. The new owners are C & G Oil who have acquired a new lease from the landowner, Mr. Jim Tucker. He went to court to have the lease cancelled. C & G still needs to get the well on their bond and are working to do so. I will give them a little more time before writing an NOV. C & G has already sold oil and gas off the lease and I am satisifed that they will follow thru on their requirements.
1974309385 2007-09-04 Received phone call from Patsy Tucker claiming Bob Wray is cheating them out of royalty payments inspected site found well in production, well is equipped with pump jack rods&tubing and separator and 1-210 bbl tank and 1-50 bbl water tank will need dike constructed when SPCC rules go into effect and owner has not reported production on well ever, which is in violation of ORC. No identification posted at site.
49081932 2011-02-04 Inspection this day with Bill Grizzer, interested party in cleaning up legal matters and producing the wells. Well has jack, big 300 bbl tank with separator, no ID's. Landowner is now Jim Tucker - interested in leasing and getting wells in production. He is currently getting house gas from one of the wells.
734286974 2013-04-16 Landowner, Jim Tucker, stated that Ryan Carver of C & G Oil had intentionally drained brine tank, released it over the hill, and stole the oil out of the oil tank. Inspection revealed brine scald area around 50' down behind the brine tank. He did not actually witness the dumping but has kept tract of the fluid levels in both of the tanks. There was oil drippings on side of the 210 barrel tank. The landowner re-filled the brine tank and it was full when I arrived at location. The owner stated that he owns all of the equipment and C & G services the well based on lease agreement. The brine tank is old and rusty and does not have a dike. The 210 barrel tank and separator are encompassed by a dike in poor condition. C & G Oil is listed on identification at location. There are no issues at the wellhead. C & G has reported production for 2012 however no one is listed as the owner or bonded and insured with the state. I talked to Ryan on the phone and he said he was bonded and insured and that the landowner overflowed the brine tank. I will contact Erica Freeman in Columbus to find out more information on C & G Oil.
991367313 2013-04-17 I met with Jake Glasscock on well and tank due to a complaint. Well is still on the old company bond and has not been transferred. There is a brine scald that Landowner will clean up. There is not enough evidence as to which party has made the mess. The landowner will clean up and move old brine tank . They will also dike up and get registered and bonded with the State.
