Inspection Data

INSPECTION ID DATE DESCRIPTION COMMENT VIOLATION ID VIOLATION CODE VIOLATION COMMENT
1417019895 2014-11-21 I conducted an exempt well, pre-transfer inspection of this Berea well. My inspection found a 4.5 wellhead threaded to a plate that is bolted to the 8.625 surface casing. 1.5 tubing is in the hole and spotted at an unknown depth. The tubing is equipped with a gate valve and the valve is closed. The production line off the top of the tubing is disconnected and fitted with a bull plug. There is a 1 steel line running from the wellhead through a regulator to a 2 steel flow line. The flow line runs east and emerges at the corner of the lease road and landowner's driveway where it is connected to a drip bottle. A 1 line off the drip bottle is connected to a plastic line that supplies domestic gas to the residence. There is no associated surface or production equipment that would allow commercial producing operations. A Compliance Notice (#788753134) was issued to Seagull Development Corp. on 2/24/14 for ID and non-production violations. I found no other compliance issues with this well.
788753134 2014-02-04 I inspected this well at the request of the Uniontown office to check the idle status of this Berea Sandstone well. Viking Resources plugged this well back from the Clinton to 647' and transferred ownership to Seagull Development in 1987. Based on production records, this well has not produced commercial quantities of oil or natural gas since 1990. My inspection found a 4.5 wellhead equipped with 1.5 tubing and a gate valve. The valve was not completely closed and I found no sign of anything leaking. I could not see the top of the 8.625 surface casing. A trailer-mounted compressor was parked on the east side of the wellhead and is not being utilized. There is no ID posted at the wellhead as required by law and no associated production equipment is on location. Based on the fact that no commercial production has been reported from this well in 24 years, Seagull Development will, within 180 days, obtain a plugging permit as required by section 1509:13 of the Ohio Revised Code and properly plug and abandon the well in accordance with section 1501:9-11 of the Ohio Administrative Code. Failure to comply with this notice may result in further administrative action including bond forefeiture.
