-2137841783 2013-06-11 Gallipolis township is considered an urban township based on 2010 US population census. I have provided with this compliance notice the urban regulations information necessary to complete the following tasks in order to conform to the Urban population rules. This well and its tank battery have no identification signs and therefore do not meet the following requirements: 1501:9-9-05E1/1509:3D. Under urban rules signs must contain the following information including well owners name, address, and telephone number; County, Township, and name of Village-City-Town, property street address, State Permit Number, Lease Name, and Well Number; and local emergency response phone number and company emergency phone number. Signs must be attached to required fencing. Fences are missing around the wellhead apparatus, and tank battery, which consists of two 100-barrel tanks, and an liquid/gas separator.. According to 1501:9-9-05E2/1509:03D, fencing specifications must be followed surrounding the tank battery and wellheads. Tanks must also be checked to ensure they are in compliance with 1501:9-9-05E4/1509:03D. Locks must be place where specified according to the regulation 1501:9-9-05E3/1509:03D. Based on the condition of the wellhead and the tank battery, this well has not been producing for some time. The landowner eventually confirmed this stating the well had not produced since 2001 when Richard Fitch, well owner, passed away. According to 1501:NONE/1509:.062A the owner shall produce this well, apply for temporary inactive status, or plug the well. In light of the information provided by the current landowner, this well is a possible candidate for the Division of Oil and Gas Inactive and Orphan program.
891272318 2014-02-20 This well was originally cited for Urban Rules violations. This no longer is an issue for this well and the compliance violations are vacated. I talked with the landowner and then his sister about ownership of this well and two others on their property. Wells were never transferred to them when they obtained their property. These wells are probably Idle and Orphan and will have to be handled accordingly. County records will need to be researched to determine immediate ownership and site matrix will have to be evaluated for a site score. Therefore there are no other violations to be considered at this time.
