1506864890 | 2007-05-17 | On 5-15-2007, I received a phone call from Brett Farnsworth regarding a 10 year old complaint that has resurfaced from Patty Oliver (330-488-0446) at 6435 Circlevale in East Canton, Ohio. I inspected the wellhead and tank battery on 5-17-2007. I observed a 2'-3' flame where the 1 diameter PVC gas line enters the carburetor of the pump jack motor. Extinguish the flame and repair the gas leak. There is a 10' x 5' area located in front of the wellhead that is heavily stained with crude oil. Remove the stained soil and clean up the trash and debris from around the pumping unit. The tank battery (2-100 bbl oil stock tanks and 1 vertical separator) are heavily rusted. The tank battery is located at the southwest corner of the intersection of Crestlawn and Circlevale. The I.D. sign reads Don Davis-Martin # 1. Stenciled on the 100 bbl oil stock tank is B.B.I. (Beucler Brothers Inc.) with the phone number 330-735-2267. The well appears to be idle. I called Patty Oliver and left a message and I called Beucler Brothers, Inc., and left a message. I will review the paper file on this well to try to determine who currently owns this well. Later today I received a call back from Louis Beucler (B.B.I.). He said the well was his and that it was just pumped yesterday. He said he would check out the flame at the pump jack motor immediately. | ||||

1901802819 | 2007-05-18 | I received a call from Patty Oliver regarding her health condition and concerns that her water well may be contaminated with brine. She has had health problems since her and her husband purchased the home and property in 1998. She quit drinking the water from the well and is still trying to resolve her health problems (Fibromyalgia and Chronic Fatigue Syndrome). Currently, her husband and her son are showing signs of health problems. She informed me that the people that she bought the home from had health problems. She is also researching the ownership of the Martin # 1 well that is located on her property. Louis Beucler (Beucler Brothers, Inc.) produces the well and sells the oil, but she never receives any royalties. She has an additional concern regarding 3 abandoned 55-gallon drums located along the access road to the Martin # 1 in a ravine located upgradient from her property. I told her I would address all of her concerns and refer the orphan drums to the Ohio EPA. | ||||
547524296 | 2007-05-21 | I did a follow-up inspection at the pumping unit. There is a 3 flame burning at the 1 diameter brass shut-off valve that is in the closed position. Shut the gas off at the wellhead and replace the leaking valve. I also took photos of the 3 orphan drums located in the ravine along the access road, GPS location (N 40.74434, W 81.28839), and flagged the location. The drums are laying on their sides. The labels read kerosene, and motor oil. The bungs are in place, but the drums were too heavy to move by myself. I called the Ohio EPA Emergency Response Hotline (1-800-282-9378) on 5-23-2007 to report the orphan drums. | ||||

The EPA has removed the 3 orphan drums that were located along the access road. The N.O.V. has been resolved except for well ownership and reported past production. |
