Present at time of inspection was Clay Clifford (Rice). The site is located in Aleppo Twp., Greene Co. The inspection was a routine inspection during setting of conductors for newly permitted wells on the site.

The operator has removed a majority of the E&S BMPs. The PCSM structures have been installed. The site is stable with greater than 70% vegetative cover.

The operator has set 5 well conductors on the site in preparation for future drilling on these wells. Conductors have been set to 40' on the 1H, 2H, 4H, 6H, and 3H.

2644228 Primary Facility 2017-10-05 Administrative/File Review Violation(s) Noted The Department conducted an administrative inspection of the Glass Joe 1H well, permit number 059-26794. The Department issued the Glass Joe 1H well permit on 3/12/2015. The Glass Joe 1H was spud by Rice Drilling B LLC on 1/6/16. On 1/6/16, Rice Drilling B drilled, set, and cemented 100' of 30-inch conductor pipe. The Department conducted a spud inspection on 1/8/16. Inspection Record # 2439177. No additional drilling has occurred on the Glass Joe 1H. The well permit expired on 3/12/16. The permit has not been renewed in accordance with standard Department procedures. Section 3211. (i) of the Oil and Gas act states that permits issued for drilling of wells covered by the act shall expire one year after issuance unless operations are commenced within such period and pursued with "due diligence". Rice Drilling B has not pursued drilling of the Glass Joe 1H with "due diligence". In addition, the Glass Joe 1H by definition is considered abandoned. See defintion below.
